This document gives general technical guidelines for evaluating energy savings of thermal power plants before and/or after implementing energy performance improvement action(s) (EPIAs). It includes evaluation, unit component efficiency, indexes calculation, analyses and reporting. This document is applicable to existing thermal power generating units (TPGUs), where fossil fuels (e.g. coal, oil, natural gas) are combusted to generate electricity only or to supply thermal energy with the additional production of electricity (i.e. combined cycle power plants). NOTE A typical thermal power plant encompasses at least one TPGU. If there is more than one, the TPGUs can run independently. Results obtained in accordance with this document can be used either to evaluate the potential of energy savings or to determine fulfilment of contract guarantees. They do not provide a basis for comparison of the energy savings between TPGUs. This document does not prescribe performance tests or measurements for TPGU equipment components/systems, the sampling and analysis of the fuels used, substances added for control of emissions (e.g. halide, limestone) and by-products (e.g. ash, gypsum), and instruments to be employed, but it does specify parameters of interest in the determination of energy savings. Applicable procedures can be found in relevant documents (published or to be published).

This part of IEC 61000 specifies EMC immunity requirements which apply to electrical and
electronic equipment intended for use in power stations and substations, as described below.
Immunity requirements for electromagnetic phenomena with spectral contributions in the
frequency range 0 Hz to 400 GHz are covered. No tests need to be performed at frequencies
or for phenomena where no requirements are specified.
This international standard sets immunity test requirements for equipment intended for use in
the generation, transmission and distribution of electricity and related telecommunication
systems. The electromagnetic environments encompassed by this standard are those which
exist at locations
• in power stations, and
• in high and medium voltage substations.
Installations to generate or convert into electrical power inside industrial facilities are also
covered by this standard as long as they, at their primary electrical connection, cannot be
directly connected to the LV power network, e.g. where the generator output voltage is
medium voltage or higher. Power installations that directly provide power into the low voltage
network (such as photovoltaic cells or combined heat power systems in private houses) are
not covered by this standard.
NOTE 1 In general, power stations comprise installations which are mainly built to convert some kind of primary
energy into electrical energy. Moreover, these power stations are connected to the medium or high voltage power
system directly or via a step-up transformer.
The object of this standard is to define immunity test requirements for equipment defined in
the scope in relation to continuous and transient, conducted and radiated disturbances,
including electrostatic discharges.
The immunity test requirements are given on a port-by-port basis, and selected according to
the location, with differentiated levels for equipment to be installed in power stations or
substations. In special cases, situations will arise where the level of electromagnetic
disturbances may exceed the levels specified in this standard; in these instances, special
mitigation measures should be adopted.
The immunity requirements are suitable for satisfying the particular needs related to the
functions and tasks of equipment and systems, for which reliable operation is required under
realistic electromagnetic conditions; in this respect, this standard establishes performance
criteria for different functional requirements.
This generic EMC immunity standard is applicable if no relevant dedicated product or productfamily
EMC immunity standard exists. According to IEC Guide 107, this generic standard
should be considered for the preparation or revision of any EMC standard referring to specific
products used in power stations and substations.Non-electronic high voltage and power equipment (primary system) are excluded from the
scope of this standard.
Emission requirements are not within the scope of this standard and are covered by relevant
product or product-family standards

1.1   General
This European Standard applies to shell boilers with volumes in excess of 2 litres for the generation of steam and/or hot water at a maximum allowable pressure greater than 0,5 bar and with a temperature in excess of
110 °C.
The purpose of this European Standard is to ensure that the hazards associated with the operation of shell boilers are reduced to a minimum and that adequate protection is provided to contain the hazards that still prevail when the shell boiler is put into service. This protection will be achieved by the proper application of the design, manufacturing, testing and inspection methods and techniques incorporated in the various parts of this European Standard. Where appropriate, adequate warning of residual hazards and the potential for misuse are given in the training and operating instructions and local to the equipment concerned (see EN 12953-7 and EN 12953-8).
It is the manufacturer's responsibility, in addition to complying with the requirements of this standard, to take into consideration special measures which could be necessary in order to achieve by manufacturing the required level of safety in accordance with the EU Directive 97/23/EC (PED).
NOTE 1   Further requirements relating to operating instructions in prEN 12953-13 and to hazard analysis in
CEN/TS 764-6 should be taken into consideration.
This European Standard specifies requirements for both directly fired and electrically heated boilers including Low Pressure Boilers (LPB, see 3.6) as well as for heat recovery boilers with a gas-side pressure not exceeding 0,5 bar of cylindrical design, constructed from carbon or carbon manganese steels by fusion welding and a design pressure not exceeding 40 bar. The boilers covered by this European Standard are intended for land use for providing steam or hot water (typical examples are shown in Figures 1 to 6).
For Low Pressure Boilers (LPB) less stringent requirements concerning design and calculation are acceptable. Details are defined in the respective clauses.
NOTE 2   For boilers operating at a pressure on the gas-side greater than 0,5 bar the rules of this standard equally apply. However, it is generally considered that additional design analysis, inspection and testing may be necessary.
Where a particular boiler is a combination of shell and water-tube design then the water-tube standard series EN 12952 is used in addition to this European Standard. One such example of this combination is shown in Figure 3.
This European Standard applies to the generator, from the feed-water or water inlet connection to the steam or water outlet connection and to all other connections, including the valves and steam and water fittings. If welded ends are used, the requirements specified herein begin or end at the weld where flanges, if used, would have been fitted.
1.2   Exclusions
This European standard does not apply to the following types of boilers and equipments:
a)   water-tube boilers;
b)   non stationary boilers, e.g. locomotive boilers;
c)   thermal oil boilers;
d)   boilers where the main pressure housing is made of cast material.
e)   pumps, gaskets, etc.

This Part of this European Standard specifies a concise procedure for conducting thermal performance tests, using the indirect (losses) procedure for boilers for steam or hot water. Test results are based on either the gross or net calorific value of the fuel.
This concise procedure provides a convenient means for assessing boilers which thermodynamically simple, i.e. having a single major source of heat input and a simple circuit for water, steam or high temperature heat transfer fluid.
NOTE 1   The use of the direct method is not advocated, because the estimated measuring error is three to four times greater than with the indirect method.
NOTE 2   An acceptance test may be required:
a) after the commissioning of new plant or after the recommissioning of modified plant in order to verify compliance with a specification or contractual obligation;
b) whenever the user wishes to determine the current performance of the plant either on a route basis or due to change of load or other operating conditions or when a change of fuel or a modification to the plant is being considered;
c) whenever the user wishes to check combustion conditions.
Regular tests in accordance with this European Standard will enable boiler plant to be monitored in normal operation for opti-mum efficiency in the interests of fuel conservation.
This procedure does not cover condensing boilers. The application of boilers, where heat is extracted from waste gases is specified in annex B.

This standard gives guidance on writing the technical specification for the procurement of motors for use in electricity generating stations (power stations). This Guide for procurement is not applicable to equipment for use in the nuclear reactor plant area of nuclear power stations. Other possible applications of such equipment have not been considered in the preparation of this Guide.
This Guide covers motors within installations primarily concerned with the generation of electrical power. However, as a complete electrical drive system is not defined in this Guide, attention is drawn to the possible additional electrical and mechanical stresses to which the motor may be subjected e.g. by a static AC converter/inverter.  Reference should be made to IEC 60034-17.
The equipment covered by this Guide is defined by its function rather than design type.  Therefore, the guidance to the specification is stated in performance terms rather than being specified by a detailed description of the equipment to be supplied.
This Guide indicates to potential purchasers how their specification should be prepared so that:
- the equipment type and capacity interfaces correctly with other elements of the systems;
- predicted performance is achieved;
- ancillary equipment is properly sized;
- reliability, availability and safety requirements are achieved;
- proper consideration is given to the evaluation process and the quality measures to be  applied.
This Guide does not determine the type of specification (e.g. detailed, performance, functional) or the extent of supply for any given contract which is normally decided on the basis of the purchaser’s project strategy. It does not cover:
- any commercial, contractual or legal issues which are normally in separate parts of an enquiry;
- any allocation of responsibilities which are determined by the contract.
This Guide does not prescribe the arrangement of the documents in the enquiry.

These requirements apply to oil and gas firing systems of steam and hot water generators. For multifuel firing systems using separate or combined burners these requirements shall apply to the oil and/or gas firing part involved. Where several fuels are burnt simultaneously, improved safety measures may be necessary, especially in respect to limitation of heat input into the firing system and proper air supply to the individual fuels.
