Societal security - Mass evacuation - Guidelines for planning (ISO 22315:2014)
ISO 22315:2014 provides guidelines for mass evacuation planning in terms of establishing, implementing, monitoring, evaluating, reviewing, and improving preparedness. It establishes a framework for each activity in mass evacuation planning for all identified hazards. It will help organizations to develop plans that are evidence-based and that can be evaluated for effectiveness.
ISO 22315:2014 is intended for use by organizations with responsibility for, or involvement in, part or all of the planning for mass evacuation. It is applicable to all types and sizes of organizations that are involved in the planning for mass evacuation, such as local, regional, and national governments; statutory bodies; international and non-governmental organizations; businesses; and public and social groups.
ISO 22315:2014 covers planning for mass evacuation in order to gain a more effective response during the actual evacuation. It will assist organizations to meet their obligation of saving human life and reducing suffering.
ISO 22315:2014 does not cover activities to stabilize the affected area after an evacuation, protect property, and preserve the environment.

Diese Internationale Norm enthält Leitsätze für die Planung einer Massenevakuierung bezüglich der Festlegung, Umsetzung, Überwachung, Beurteilung, Prüfung und Verbesserung der Vorbereitung. Sie legt einen Rahmenplan für jede Aktivität der Planung von Massenevakuierungen für alle identifizierten Gefährdungen fest. Sie wird Organisationen dabei helfen, auf Basis wissenschaftlicher Erkenntnisse und Erfahrungen Pläne zu entwickeln, die hinsichtlich ihrer Wirksamkeit bewertet werden können.
Diese Internationale Norm ist für die Verwendung durch Organisationen gedacht, die teilweise oder vollumfänglich die Verantwortung für die Planung von Massenevakuierungen haben oder an diesen beteiligt sind. Sie ist auf alle Arten und Größen von Organisationen anwendbar, die an der Planung von Massenevakuierungen beteiligt sind, wie beispielsweise kommunale, regionale und nationale Regierungen, staatliche Körperschaften, internationale und Nichtregierungsorganisationen, Unternehmen sowie öffentliche und soziale Gruppierungen.
Diese Internationale Norm behandelt die Planung von Massenevakuierungen, um eine wirksamere Gefahrenabwehr während der tatsächlichen Evakuierung gewährleisten zu können. Sie wird Organisationen dabei helfen, ihre Verpflichtung zu erfüllen, Menschenleben zu retten und Leid zu minimieren.
Diese Internationale Norm behandelt keine Maßnahmen zur Stabilisierung der betroffenen Gebiete nach einer Evakuierung, zum Schutz von Eigentum und zur Erhaltung der Umwelt.

La présente Norme internationale fournit des lignes directrices pour la planification d'une évacuation de masse en termes d'élaboration, de mise en œuvre, de contrôle, d'évaluation, de revue et d'amélioration de la préparation. Elle établit un cadre pour chacune des activités de planification d'une évacuation de masse pour tous les dangers identifiés. Elle aidera les organismes à élaborer des plans étayés par des preuves scientifiques et dont l'efficacité peut être évaluée.
La présente Norme internationale est destinée à être utilisée par les organismes chargés de, ou participant à, tout ou partie de la planification d'une évacuation de masse. Elle est applicable à tous les types et toutes les tailles d'organismes impliqués dans la planification de l'évacuation de masse, tels que les autorités locales, régionales et nationales, les organes statutaires, les organisations internationales et non gouvernementales, les entreprises, ainsi que les groupes publics et sociaux.
La présente Norme internationale couvre la planification en vue d'une évacuation de masse afin de permettre une réponse plus efficace durant l'évacuation elle-même. Elle aidera les organismes à répondre à leur obligation de préservation des vies humaines et de réduction des souffrances.
La présente Norme internationale ne couvre pas les activités destinées à stabiliser la zone affectée après une évacuation, à protéger les biens et à préserver l'environnement.
Družbena varnost – Množična evakuacija - Smernice za načrtovanje (ISO 22315:2014)
ISO 22315:2014 podaja smernice za načrtovanje množične evakuacije na področju vzpostavljanja, izvajanja, nadzorovanja, vrednotenja, pregledovanja in izboljševanja pripravljenosti. Določa okvir za vsako dejavnost pri načrtovanju množične evakuacije za vse prepoznane nevarnosti. Organizacijam bo v pomoč pri pripravi načrtov na podlagi dokazov in vrednotenja učinkovitosti.
ISO 22315:2014 je namenjen organizacijam, ki so odgovorne za (ali vključene v) delno ali celotno načrtovanje množične evakuacije. Uporablja se za vse vrste in velikosti organizacij, ki sodelujejo pri načrtovanju množične evakuacije, kot so lokalni, regijski in nacionalni upravni organi, zakonsko določeni organi, mednarodne in nevladne organizacije, podjetja ter javne in družbene skupine.
ISO 22315:2014 zajema načrtovanje za množično evakuacijo za namene zagotovitve učinkovitejše odzivnosti v času dejanske evakuacije. Organizacijam bo v pomoč pri izpolnjevanju obveznosti na področju reševanja človeških življenj in zmanjševanja trpljenja.
ISO 22315:2014 ne zajema ukrepov za stabilizacijo prizadetega območja po evakuaciji, zaščito lastnine in ohranjanje okolja.

The text of ISO 22315:2014 has been prepared by Technical Committee ISO/TC 292 "Security and
resilience” of the International Organization for Standardization (ISO) and has been taken over as
EN ISO 22315:2018 by Technical Committee CEN/TC 391 “Societal and Citizen Security” the secretariat
of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by March 2019, and conflicting national standards shall
be withdrawn at the latest by March 2019.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
According to the CEN-CENELEC Internal Regulations, the national standards organizations of the
following countries are bound to implement this European Standard: Austria, Belgium, Bulgaria,
