Environmental management systems — Requirements with guidance for use

ISO 14001:2015 specifies the requirements for an environmental management system that an organization can use to enhance its environmental performance. ISO 14001:2015 is intended for use by an organization seeking to manage its environmental responsibilities in a systematic manner that contributes to the environmental pillar of sustainability. ISO 14001:2015 helps an organization achieve the intended outcomes of its environmental management system, which provide value for the environment, the organization itself and interested parties. Consistent with the organization's environmental policy, the intended outcomes of an environmental management system include: · enhancement of environmental performance; · fulfilment of compliance obligations; · achievement of environmental objectives. ISO 14001:2015 is applicable to any organization, regardless of size, type and nature, and applies to the environmental aspects of its activities, products and services that the organization determines it can either control or influence considering a life cycle perspective. ISO 14001:2015 does not state specific environmental performance criteria. ISO 14001:2015 can be used in whole or in part to systematically improve environmental management. Claims of conformity to ISO 14001:2015, however, are not acceptable unless all its requirements are incorporated into an organization's environmental management system and fulfilled without exclusion.

ISO 14001:2015 permet d'aider un organisme à obtenir les résultats escomptés de son système de management environnemental, lesquels constituent une valeur ajoutée pour l'environnement, pour l'organisme lui-même et pour les parties intéressées. En cohérence avec la politique environnementale de l'organisme, les résultats escomptés d'un système de management environnemental incluent: - l'amélioration de la performance environnementale; - le respect des obligations de conformité; - la réalisation des objectifs environnementaux. ISO (the International Organization for Standardization) is a worldwide federation of national standards

Introduction
0.1  Background
Achieving a balance between the environment, society and the economy is considered essential to meet
the needs of the present without compromising the ability of future generations to meet their needs.
Sustainable development as a goal is achieved by balancing the three pillars of sustainability.
Organizations of all kinds are increasingly concerned with achieving and demonstrating sound
environmental performance by controlling the impacts of their activities, products and services on
the environment, consistent with their environmental policy and objectives. They do so in the context
ofSocietal expectations for sustainable development, transparency and accountability have evolved with
increasingly stringent legislation, the development of economic policies and other measures that foster
environmental protection, and increased concern expressed by interested parties about environmental
matters and sustainable developmentgrowing pressures on the environment from pollution, inefficient
use of resources, improper waste management, climate change, degradation of ecosystems and loss of
biodiversity.
Many organizations have undertaken environmental “reviews” or “audits” to assess their environmental
performance. On their own, however, these “reviews” and “audits” may not be sufficient to provide an
organization with the assurance that its performance not only meets, but will continue to meet, its legal
and policy requirements. To be effective, they need to be conducted within a structured management
system that is integrated within the organization.This has led organizations to adopt a systematic
approach to environmental management by implementing environmental management systems with
the aim of contributing to the environmental pillar of sustainability.
0.2  Aim of an environmental management system
The purpose of this International Standard is to provide organizations with a framework to protect the
environment and respond to changing environmental conditions in balance with socio-economic needs.
It specifies requirements that enable an organization to achieve the intended outcomes it sets for its
environmental management system.
A systematic approach to environmental management can provide top management with information
to build success over the long term and create options for contributing to sustainable development by:
— protecting the environment by preventing or mitigating adverse environmental impacts;
— mitigating the potential adverse effect of environmental conditions on the organization;
— assisting the organization in the fulfilment of compliance obligations;
— enhancing environmental performance;
— controlling or influencing the way the organization’s products and services are designed,
manufactured, distributed, consumed and disposed by using a life cycle perspective that can
prevent environmental impacts from being unintentionally shifted elsewhere within the life cycle;
— achieving financial and operational benefits that can result from implementing environmentally
sound alternatives that strengthen the organization’s market position;
— communicating environmental information to relevant interested parties.
International Standards covering environmental management are intended to provide organizations
with the elements of an effective environmental management system (EMS) that can be integrated
with other management requirements and help organizations achieve environmental and economic
goals. These standardsThis International Standard, like other International Standards, areis not
intended to be used to create non-tariff trade barriers or to increase or change an organization’s legal
obligationsorganization’s legal requirements.

0.3  Success factorsThis International Standard specifies requirements for an environmental
management system to enable an organization to develop and implement a policy and objectives which
take into account legal requirements and information about significant environmental aspects. It is
intended to apply to all types and sizes of organization and to accommodate diverse geographical, cultural
and social conditions. The basis of the approach is shown in Figure 1. The success of the system depends
on commitment from all levels and functions of the organization, and especially from top management.
A system of this kind enables an organization to develop an environmental policy, establish objectives
and processes to achieve the policy commitments, take action as needed to improve its performance
and demonstrate the conformity of the system to the requirements of this International Standard. The
overall aim of this International Standard is to support environmental protection and prevention of
pollution in balance with socio-economic needs. It should be noted that many of the requirements can
be addressed concurrently or revisited at any time.
The second edition of this International Standard is focused on clarification of the first edition, and has
taken due consideration of the provisions of ISO 9001 to enhance the compatibility of the two standards
for the benefit of the user community.
For ease of use, the subclause numbers in Clause 4 of the body of this International Standard and
in Annex A have been related. For example, 4.3.3 and A.3.3 both deal with objectives, targets and
programme(s), and 4.5.5 and A.5.5 both deal with internal audit.
There is an important distinction between this International Standard, which describes the requirements
for an organization’sThe success of an environmental management system and can be used for
certification/registration and/or self-declaration of an organization’s environmental management
system, and a non-certifiable guideline intended to provide generic assistance to an organization for
establishing, implementing or improving an environmental management system. Environmental
management encompasses a full range of issues, including those with strategic and competitive
implicationsdepends on commitment from all levels and functions of the organization, led by top
management. Organizations can leverage opportunities to prevent or mitigate adverse environmental
impacts and enhance beneficial environmental impacts, particularly those with strategic and competitive
implications. Top management can effectively address its risks and opportunities by integrating
environmental management into the organization’s business processes, strategic direction and decision
making, aligning them with other business priorities, and incorporating environmental governance
into its overall management system. Demonstration of successful implementation of this International
Standard can be used by an organization to assure interested parties that an appropriateeffective
environmental management system is in place.
Guidance on supporting environmental management techniques is contained in other International
Standards, particularly those on environmental management in the documents established by
ISO/TC 207. Any reference to other International Standards is for information only.

NOTE This International Standard is based on the methodology known as Plan-Do-Check-Act (PDCA). PDCA
can be briefly described as follows.
— Plan: establish the objectives and processes necessary to deliver results in accordance with the organization’s
environmental policy.
— Do: implement the processes.
— Check: monitor and measure processes against environmental policy, objectives, targets, legal and other
requirements, and report the results.
— Act: take actions to continually improve performance of the environmental management system.
Many organizations manage their operations via the application of a system of processes and their interactions,
which can be referred to as the “process approach”. ISO 9001 promotes the use of the process approach. Since
PDCA can be applied to all processes, the two methodologies are considered to be compatible.

This International Standard contains only those requirements that can be objectively audited. Those
organizations requiring more general guidance on a broad range of environmental management system
issues are referred to ISO 14004.
This International Standard does not establish absolute requirements for environmental performance
beyond the commitments, in the environmental policy, to comply with applicable legal requirements
and with other requirements to which the organization subscribes, to prevention of pollution and to
continual improvement. Thus, two organizations carrying out similar operations but having different
environmental performance can both conform to its requirements.
The adoption and implementation of a range of environmental management techniques in a systematic
manner can contribute to optimal outcomes for all interested parties. However, adoption ofAdoption
of this International Standard, however, will not in itself guarantee optimal environmental outcomes.
In order to achieve environmental objectives, the environmental management system can encourage
organizations to consider implementation of the best available techniques, where appropriate and where
economically viable, and fully take into account the cost-effectiveness of such techniquesApplication
of this International Standard can differ from one organization to another due to the context of the
organization. Two organizations can carry out similar activities but can have different compliance
obligations, commitments in their environmental policy, environmental technologies and environmental
performance goals, yet both can conform to the requirements of this International Standard.
The level of detail and complexity of the environmental management system will vary depending on
the context of the organization, the scope of its environmental management system, its compliance

obligations, and the nature of its activities, products and services, including its environmental aspects
and associated environmental impacts.
0.4  Plan-Do-Check-Act model
The basis for the approach underlying an environmental management system is founded on the concept
of Plan-Do-Check-Act (PDCA). The PDCA model provides an iterative process used by organizations to
achieve continual improvement. It can be applied to an environmental management system and to each
of its individual elements. It can be briefly described as follows.
— Plan: establish environmental objectives and processes necessary to deliver results in accordance
with the organization’s environmental policy.
— Do: implement the processes as planned.
— Check: monitor and measure processes against the environmental policy, including its commitments,
environmental objectives and operating criteria, and report the results.
— Act: take actions to continually improve.
Figure 1 shows how the framework introduced in this International Standard could be integrated into a
PDCA model, which can help new and existing users to understand the importance of a systems approach.

This International Standard, like other International Standards, is not intended to increase or change
an organization’s legal requirements.
0.3  Success factors
The success of an environmental management system depends on commitment from all levels and
functions of the organization, led by top management. Organizations can leverage opportunities to
prevent or mitigate adverse environmental impacts and enhance beneficial environmental impacts,
particularly those with strategic and competitive implications. Top management can effectively address
its risks and opportunities by integrating environmental management into the organization’s business
processes, strategic direction and decision making, aligning them with other business priorities,
and incorporating environmental governance into its overall management system. Demonstration of
successful implementation of this International Standard can be used to assure interested parties that
an effective environmental management system is in place.
Adoption of this International Standard, however, will not in itself guarantee optimal environmental
outcomes. Application of this International Standard can differ from one organization to another

due to the context of the organization. Two organizations can carry out similar activities but can
have different compliance obligations, commitments in their environmental policy, environmental
technologies and environmental performance goals, yet both can conform to the requirements of this
International Standard.
The level of detail and complexity of the environmental management system will vary depending on
the context of the organization, the scope of its environmental management system, its compliance
obligations, and the nature of its activities, products and services, including its environmental aspects
and associated environmental impacts.
0.4  Plan-Do-Check-Act model
The basis for the approach underlying an environmental management system is founded on the concept
of Plan-Do-Check-Act (PDCA). The PDCA model provides an iterative process used by organizations to
achieve continual improvement. It can be applied to an environmental management system and to each
of its individual elements. It can be briefly described as follows.
— Plan: establish environmental objectives and processes necessary to deliver results in accordance
with the organization’s environmental policy.
— Do: implement the processes as planned.
— Check: monitor and measure processes against the environmental policy, including its commitments,
environmental objectives and operating criteria, and report the results.
— Act: take actions to continually improve.
Figure 1 shows how the framework introduced in this International Standard could be integrated into a
PDCA model, which can help new and existing users to understand the importance of a systems approach.

0.5  Contents of this International Standard
This International Standard conforms to ISO’s requirements for management system standards.
These requirements include a high level structure, identical core text, and common terms with core
definitions, designed to benefit users implementing multiple ISO management system standards.

This International Standard does not include requirements specific to other management systems, such
as those for quality, occupational health and safety, energy or financial management. However, this
International Standard enables an organization to use a common approach and risk-based thinking to
integrate its environmental management system with the requirements of other management systems.
This International Standard contains the requirements used to assess conformity. An organization that
wishes to demonstrate conformity with this International Standard can do so by:
— making a self-determination and self-declaration, or
— seeking confirmation of its conformance by parties having an interest in the organization, such as
customers, or
— seeking confirmation of its self-declaration by a party external to the organization, or
— seeking certification/registration of its environmental management system by an external
organization.
Annex A provides explanatory information to prevent misinterpretation of the requirements of this
International Standard. Annex B shows broad technical correspondence between the previous edition of
this International Standard and this edition. Implementation guidance on environmental management
systems is included in ISO 14004.
In this International Standard, the following verbal forms are used:
— “shall” indicates a requirement;
— “should” indicates a recommendation;
— “may” indicates a permission;
— “can” indicates a possibility or a capability.

1 Scope
This International Standard specifies the requirements for an environmental management system
that an organization can use to enhance its environmental performance. This International Standard
is intended for use by an organization seeking to manage its environmental responsibilities in a
systematic manner that contributes to the environmental pillar of sustainability.
This International Standard helps an organization achieve the intended outcomes of its environmental
management system, which provide value for the environment, the organization itself and interested
parties. Consistent with the organization’s environmental policy, the intended outcomes of an
environmental management system include:
— enhancement of environmental performance;
— fulfilment of compliance obligations;
— achievement of environmental objectives.
This International Standard is applicable to any organization, regardless of size, type and nature,
and applies to the environmental aspects of its activities, products and services that the organization
determines it can either control or influence considering a life cycle perspective. This International
Standard does not state specific environmental performance criteria.
This International Standard can be used in whole or in part to systematically improve environmental
management. Claims of conformity to this International Standard, however, are not acceptable unless
all its requirements are incorporated into an organization’s environmental management system and
fulfilled without exclusion.

Introduction
0.1  Contexte
Atteindre un équilibre entre l’environnement, la société et l’économie s’avère essentiel pour un
développement qui répond aux besoins du présent sans compromettre la capacité des générations
futures à répondre aux leurs. Le développement durable en tant que finalité repose sur l’équilibre de
ces trois piliers.
Les attentes sociétales pour le développement durable, la transparence et la responsabilité ont évolué
avec un renforcement législatif et l’accroissement des pressions sur l’environnement dues à la pollution,
à l’utilisation inefficace des ressources, à la gestion inappropriée des déchets, au changement climatique,
à la dégradation des écosystèmes et à la perte de biodiversité.
Des organismes de tous types cherchent de plus en plus à atteindre et à démontrer un bon niveau
de performance environnementale, en maîtrisant les impacts de leurs activités, produits et
services sur l’environnement, en cohérence avec leur politique environnementale et leurs objectifs
environnementaux. Ces préoccupations s’inscrivent dans le contexte d’une législation de plus en plus
stricte du développement de politiques économiques et d’autres mesures destinées à encourager la
protection de l’environnement, et d’un souci croissant exprimé par les parties intéressées pour les
questions relatives à l’environnement et au développementCela a conduit les organismes à adopter
une approche systématique du management environnemental par la mise en œuvre de systèmes de
management environnementaux dans le but de contribuer au pilier environnemental du développement
durable.
De nombreux organismes ont entrepris des «analyses» environnementales ou des «audits»
environnementaux afin d’évaluer leur performance environnementale. Néanmoins, ces
«analyses» et ces «audits» peuvent n’être pas suffisants pour fournir à un organisme l’assurance
que sa performance non seulement satisfait, mais continuera à satisfaire, aux exigences
légales et à celles de sa politique. Pour être efficaces, ils ont besoin d’être menés dans le
cadre d’un0.2  Objectif d’un système de management structuré et intégré dans l’organisme.

Les Normes internationales de management environnemental ont pour objet de fournir aux organismes
les éléments d’un système efficace de management environnemental. Ces éléments peuvent être
intégrés à d’autres exigences de management afin d’aider les organismes à atteindre leurs objectifs
environnementaux et économiques. Ces normes, comme d’autres Normes internationales, n’ont pas
pour objet d’être utilisées pour créer des entraves non tarifaires aux échanges commerciaux ou pour
accroître ou modifier les obligations légales d’un organismeLe but de la présente Norme internationale
est de fournir un cadre aux organismes afin de protéger l’environnement et de répondre à l’évolution
des conditions environnementales en tenant compte des besoins socio-économiques. Elle spécifie des
exigences permettant à un organisme d’obtenir les résultats escomptés qu’il a fixés pour son système
de management environnemental.
Une approche systématique du management environnemental peut fournir à la direction des
informations permettant de réussir sur le long terme et de créer des options pour contribuer au
développement durable en:
— protégeant l’environnement par l’élimination ou l’atténuation des impacts environnementaux
négatifs;
— limitant l’effet négatif potentiel des conditions environnementales sur l’organisme;
— aidant l’organisme à respecter les obligations de conformité;
— renforçant la performance environnementale;
— maîtrisant ou influençant la manière dont les produits et services de l’organisme sont conçus,
fabriqués, distribués, consommés et éliminés en adoptant une perspective de cycle de vie afin

d’éviter que des impacts environnementaux ne se reportent involontairement dans d’autres phases
du cycle de vie;
— réalisant des bénéfices financiers et opérationnels pouvant résulter de la mise en œuvre d’alternatives
respectueuses de l’environnement qui renforcent la position de l’organisme sur le marché;
— communiquant des informations environnementales aux parties intéressées pertinentes.
La présente Norme internationale spécifie les exigences d’un tel système de management
environnemental, permettant à un organisme de développer et de mettre en œuvre une politique
et des objectifs qui prennent en compte, de même que les autres Normes internationales, n’est pas
destinée à augmenter ni à modifier les exigences légales et les informations relatives aux aspects
environnementaux significatifs. Elle est censée être applicable à tous les types et tailles d’organismes et
s’adapter à des situations géographiques, culturelles et sociales diverses. La base de cette approche est
représentée à la Figure 1. Le succès du système est lié à l’engagement de tous les niveaux et fonctions
de l’organisme, et plus particulièrement du niveau le plus élevé de la direction. Un système de ce
type permet à un organisme de développer une politique environnementale, d’établir des objectifs et
processus pour respecter les engagements de sa politique, de prendre les actions nécessaires pour
améliorer sa performance et de démontrer la conformité du système aux exigences de la présente
Norme internationale. L’objectif global de la présente Norme internationale est d’équilibrer la protection
de l’environnement et la prévention de la pollution avec les besoins socio-économiques. Il convient de
noter que l’on peut aborder simultanément plusieurs de ces exigences ou y revenir à n’importe quel
moment.d’un organisme.
Cette deuxième édition de la présente Norme internationale porte essentiellement sur la
clarification de la première édition et tient compte des dispositions de l’0.3  Facteurs de ISO 9001
afin de renforcer la compatibilité entre les deux Normes, pour le bénéfice de la communauté des
utilisateurs.succès
Pour faciliter l’utilisation de la présente Norme internationale, la numérotation de l’Article 4 du corps
de la présente Norme internationale et celle de l’Annexe A sont liées. Par exemple 4.3.3 et A.3.3 traitent
tous deux des objectifs, cibles et programme(s), et 4.5.5 et A.5.5 traitent tous deux de l’audit interne.
En outre, l’Annexe B identifie les correspondances techniques importantes entre l’ISO 14001:2004 et
l’ISO 9001:2000, et vice versa.

De nombreux organismes gèrent leurs opérations à l’aide de l’application d’un système de processus et leurs
interactions, ce qui peut être appelé «l’approche processus». L’ISO 9001 sert à promouvoir l’approche processus.
Puisque le modèle PDCA s’applique à tout processus, les deux méthodologies sont considérées comme étant
compatibles.

Il existe une importante distinction entre la présente Norme internationale, qui décrit les exigences
du système pour un systèmeLe succès d’un système de management environnemental d’un organisme
et qui peut être utilisée pour la certification/l’enregistrement et/ou pour l’autodéclaration relative
au système de management environnemental d’un organisme, et des lignes directrices ne permettant
pas la certification, mais destinées à fournir une assistance générique à un organisme en vue de
l’établissement, la mise en œuvre ou l’amélioration d’unest lié à l’engagement à tous les niveaux et
fonctions de l’organisme, sous l’impulsion de la direction. Les organismes peuvent augmenter les
opportunités d’éliminer ou d’atténuer les impacts environnementaux négatifs et de renforcer les
impacts environnementaux bénéfiques, en particulier ceux ayant des implications d’ordre stratégique
et concurrentiel. La direction peut traiter efficacement ses risques et opportunités en intégrant le
management environnemental dans les processus métiers, l’orientation stratégique et les prises
de décision de l’organisme, en les alignant sur d’autres priorités liées au métier de l’organisme, et en
intégrant la gouvernance environnementale dans son système de management environnemental.
Le management environnemental recouvre un ensemble de questions, y compris celles ayant des
implications d’ordre stratégique et concurrentielglobal. La démonstration de la mise en œuvre
avec succès de la présente Norme internationale peut être utilisée par un organisme pour donner
l’assurancel’assurance aux parties intéressées qu’unqu’un système approprié de management
environnemental efficace est en place.
Des lignes directrices sur la mise en œuvre des techniques du management environnemental sont
contenues dans d’autres Normes internationales dont, en particulier, celles sur le management
environnemental dans les documents établis par l’ISO/TC 207. Toute référence à d’autres Normes
internationales n’est qu’informative.
La présente Norme internationale mentionne seulement les exigences du système qui peuvent être
auditées objectivement. Pour les organismes ayant besoin d’indications plus générales sur un large
champ de questions en matière de systèmes de management environnemental, se référer à l’ISO 14004.
La présente Norme internationale n’établit pas d’exigences absolues en matière de performance
environnementale, au-delà de l’engagement, dans la politique environnementale, de se conformer aux
exigences légales applicables et aux autres exigences applicables auxquelles l’organisme a souscrit,
à la prévention des pollutions ainsi qu’au principe d’amélioration continue. Ainsi, deux organismes
effectuant des opérations similaires mais ayant des performances environnementales différentes
peuvent être tous deux conformes aux exigences de la présente Norme internationale.
L’adoption et la mise en œuvre systématique d’un ensemble de techniques de management

L’ISO (Organisation internationale de normalisation) est une fédération mondiale d’organismes
nationaux de normalisation (comités membres de l’ISO). L’élaboration des Normes internationales est
en général confiée aux comités techniques de l’ISO. Chaque comité membre intéressé par une étude

Introduction
0.1  Contexte
Atteindre un équilibre entre l’environnement, la société et l’économie s’avère essentiel pour un
développement qui répond aux besoins du présent sans compromettre la capacité des générations
futures à répondre aux leurs. Le développement durable en tant que finalité repose sur l’équilibre de
ces trois piliers.
Les attentes sociétales pour le développement durable, la transparence et la responsabilité ont évolué
avec un renforcement législatif et l’accroissement des pressions sur l’environnement dues à la pollution,
à l’utilisation inefficace des ressources, à la gestion inappropriée des déchets, au changement climatique,
à la dégradation des écosystèmes et à la perte de biodiversité.
Cela a conduit les organismes à adopter une approche systématique du management environnemental
par la mise en œuvre de systèmes de management environnementaux dans le but de contribuer au pilier
environnemental du développement durable.
0.2  Objectif d’un système de management environnemental
Le but de la présente Norme internationale est de fournir un cadre aux organismes afin de protéger
l’environnement et de répondre à l’évolution des conditions environnementales en tenant compte
des besoins socio-économiques. Elle spécifie des exigences permettant à un organisme d’obtenir les
résultats escomptés qu’il a fixés pour son système de management environnemental.
Une approche systématique du management environnemental peut fournir à la direction des
informations permettant de réussir sur le long terme et de créer des options pour contribuer au
développement durable en:
— protégeant l’environnement par l’élimination ou l’atténuation des impacts environnementaux négatifs;
— limitant l’effet négatif potentiel des conditions environnementales sur l’organisme;
— aidant l’organisme à respecter les obligations de conformité;
— renforçant la performance environnementale;
— maîtrisant ou influençant la manière dont les produits et services de l’organisme sont conçus,
fabriqués, distribués, consommés et éliminés en adoptant une perspective de cycle de vie afin
d’éviter que des impacts environnementaux ne se reportent involontairement dans d’autres phases
du cycle de vie;
— réalisant des bénéfices financiers et opérationnels pouvant résulter de la mise en œuvre d’alternatives
respectueuses de l’environnement qui renforcent la position de l’organisme sur le marché;
— communiquant des informations environnementales aux parties intéressées pertinentes.
La présente Norme internationale, de même que les autres Normes internationales, n’est pas destinée à
augmenter ni à modifier les exigences légales d’un organisme.
0.3  Facteurs de succès
Le succès d’un système de management environnemental est lié à l’engagement à tous les niveaux
et fonctions de l’organisme, sous l’impulsion de la direction. Les organismes peuvent augmenter les
opportunités d’éliminer ou d’atténuer les impacts environnementaux négatifs et de renforcer les
impacts environnementaux bénéfiques, en particulier ceux ayant des implications d’ordre stratégique
et concurrentiel. La direction peut traiter efficacement ses risques et opportunités en intégrant le
management environnemental dans les processus métiers, l’orientation stratégique et les prises
de décision de l’organisme, en les alignant sur d’autres priorités liées au métier de l’organisme, et en

Cependant, l’adoption de la présente Norme internationale ne garantira pas, à elle seule, des résultats
environnementaux optimaux. L’application de la présente Norme internationale peut différer d’un
organisme à l’autre selon son contexte. Deux organismes peuvent exercer des activités similaires mais
avoir des obligations de conformité, des engagements en matière de politique environnementale, des
technologies environnementales et des objectifs de performance environnementale différents, tout en
pouvant se conformer chacun aux exigences de la présente Norme internationale.
Le niveau de détail et de complexité du système de management environnemental variera selon le
contexte de l’organisme, le domaine d’application de son système de management environnemental,
ses obligations de conformité, et la nature de ses activités, produits et services, y compris ses aspects
environnementaux et impacts environnementaux associés.
0.4 Modèle PDCA: Planifier-Réaliser-Vérifier-Agir
L’approche qui sous-tend un système de management environnemental repose sur le concept de
Planifier-Réaliser-Vérifier-Agir (Plan-Do-Check-Act, PDCA). Le modèle PDCA propose un processus
itératif utilisé par les organismes pour assurer une amélioration continue. Il peut être appliqué
à un système de management environnemental et à chacun de ses éléments individuels. Il peut être
brièvement décrit comme suit:
— Planifier: établir les objectifs environnementaux et les processus nécessaires à l’obtention de
résultats en accord avec la politique environnementale de l’organisme;
— Réaliser: mettre en œuvre les processus planifiés;
— Vérifier: surveiller et mesurer les processus par rapport à la politique environnementale, y compris
les engagements, les objectifs environnementaux et les critères opérationnels, et rendre compte
des résultats;
— Agir: mener des actions en vue d’une amélioration continue.
La Figure 1 montre comment le cadre introduit par la présente Norme internationale peut être
intégré dans un modèle PDCA, ce qui peut aider les utilisateurs nouveaux et existants à comprendre
l’importance d’une approche systémique.

0.5  Contenu de la présente Norme internationale
La présente Norme internationale se conforme aux exigences de l’ISO relatives aux normes de systèmes
de management. Ces exigences comprennent une structure-cadre, un texte de base identique et des
termes communs avec des définitions de base, élaborés à l’attention des utilisateurs mettant en œuvre
plusieurs normes ISO de systèmes de management.
La présente Norme internationale ne contient pas d’exigences spécifiques à d’autres systèmes de
management, tels que ceux relatifs au management de la qualité, de la santé et la sécurité au travail,
de l’énergie ou au management financier. La présente Norme internationale permet cependant à un
organisme d’employer une approche commune et un même raisonnement fondé sur le risque pour
intégrer son système de management environnemental aux exigences d’autres systèmes de management.
La présente Norme internationale contient les exigences permettant d’évaluer la conformité. Un
organisme souhaitant démontrer la conformité à la présente Norme internationale peut le faire en:
— réalisant une auto-évaluation et une auto-déclaration, ou
— recherchant la confirmation de sa conformité par des parties ayant un intérêt pour l’organisme,
telles que les clients, ou
— recherchant la confirmation de son auto-déclaration par une partie externe à l’organisme, ou
— recherchant la certification/enregistrement de son système de management environnemental par
un organisme externe.
L’Annexe A fournit des informations explicatives visant à éviter une interprétation erronée des exigences
de la présente Norme internationale. L’Annexe B montre la correspondance technique générale entre
l’édition précédente de la présente Norme internationale et la présente édition. Un guide de mise en
œuvre relatif aux systèmes de management environnementaux est inclus dans l’ISO 14004.

1 Domaine d’application
La présente Norme internationale spécifie les exigences relatives à un système de management
environnemental pouvant être utilisé par un organisme pour améliorer sa performance
environnementale. La présente Norme internationale est destinée à être utilisée par les organismes
souhaitant gérer leurs responsabilités environnementales d’une manière systématique qui contribue
au pilier environnemental du développement durable.
La présente Norme internationale permet d’aider un organisme à obtenir les résultats escomptés
de son système de management environnemental, lesquels constituent une valeur ajoutée pour
l’environnement, pour l’organisme lui-même et pour les parties intéressées. En cohérence avec la
politique environnementale de l’organisme, les résultats escomptés d’un système de management
environnemental incluent:
— l’amélioration de la performance environnementale;
— le respect des obligations de conformité;
— la réalisation des objectifs environnementaux.
La présente Norme internationale est applicable aux organismes de toutes tailles, de tous types et
de toutes natures, et s’applique aux aspects environnementaux de ses activités, produits et services
que l’organisme détermine et qu’il a les moyens soit de maîtriser, soit d’influencer en prenant en
considération une perspective de cycle de vie. La présente Norme internationale n’établit pas de critères
spécifiques de performance environnementale.
La présente Norme internationale peut être utilisée en totalité ou en partie pour améliorer de façon
systématique le management environnemental. Les déclarations de conformité à la présente Norme
internationale ne sont cependant pas acceptables à moins que toutes ses exigences soient intégrées
dans le système de management environnemental d’un organisme et soient satisfaites, sans exclusion.

Prólogo
ISO (Organización Internacional de Normalización) es una federación mundial de organismos
nacionales de normalización (organismos miembros de ISO). El trabajo de preparación de las normas
internacionales normalmente se realiza a través de los comités técnicos de ISO. Cada organismo
miembro interesado en una materia para la cual se haya establecido un comité técnico, tiene el derecho
de estar representado en dicho comité. Las organizaciones internacionales, públicas y privadas, en
coordinación con ISO, también participan en el trabajo. ISO colabora estrechamente con la Comisión
Electrotécnica Internacional (IEC) en todas las materias de normalización electrotécnica.

Esta Norma Internacional ha sido traducida por el Grupo de Trabajo Spanish Translation Task Force (STTF)
del Comité Técnico ISO/TC 207, Gestión ambiental, en el que participan representantes de los organismos
nacionales de normalización y representantes del sector empresarial de los siguientes países:
Argentina, Bolivia, Chile, Colombia, Costa Rica, Cuba, España, Estados Unidos de América, México,
Perú y Uruguay.
Igualmente, en el citado Grupo de Trabajo participan representantes de COPANT (Comisión
Panamericana de Normas Técnicas) e INLAC (Instituto Latinoamericano de la Calidad).
Esta traducción es parte del resultado del trabajo que el Grupo ISO/TC 207, viene desarrollando desde
su creación en el año [1999] para lograr la unificación de la terminología en lengua española en el
ámbito de la gestión ambiental.

Introducción
0.1  Antecedentes
El logro de equilibrio entre el medio ambiente, la sociedad y la economía, se considera esencial para
satisfacer las necesidades del presente sin poner en riesgo la capacidad de las generaciones futuras
para satisfacer sus necesidades. El desarrollo sostenible como objetivo se logra mediante el equilibrio
de los “tres pilares” de la sostenibilidad.
Las expectativas de la sociedad en cuanto a desarrollo sostenible, transparencia y responsabilidad y
rendición de cuentas han evolucionado dentro del contexto de legislaciones cada vez más estrictas,
presiones crecientes con relación a la contaminación del medio ambiente, uso ineficiente de recursos,
gestión inapropiada de residuos, cambio climático, degradación de los ecosistemas y pérdida de
biodiversidad.
Esto ha conducido a que las organizaciones adopten un enfoque sistemático con relación a la gestión
ambiental mediante la implementación de sistemas de gestión ambiental, cuyo objetivo es contribuir al
“pilar ambiental” de la sostenibilidad.
0.2  Objetivo de un sistema de gestión ambiental
El propósito de esta Norma Internacional es proporcionar a las organizaciones un marco de referencia
para proteger el medio ambiente y responder a las condiciones ambientales cambiantes, en equilibrio
con las necesidades socioeconómicas. Esta norma especifica requisitos que permitan que una
organización logre los resultados previstos que ha establecido para su sistema de gestión ambiental.
Un enfoque sistemático a la gestión ambiental puede proporcionar información a la alta dirección para
generar éxito a largo plazo y crear opciones para contribuir al desarrollo sostenible mediante:
— la protección del medio ambiente, mediante la prevención o mitigación de impactos ambientales
adversos;
— la mitigación de efectos potencialmente adversos de las condiciones ambientales sobre la
organización;
— el apoyo a la organización en el cumplimiento de los requisitos legales y otros requisitos;
— la mejora del desempeño ambiental;
— el control o la influencia sobre la forma en la que la organización diseña, fabrica, distribuye, consume
y lleva a cabo la disposición final de productos o servicios, usando una perspectiva de ciclo de vida
que pueda prevenir que los impactos ambientales sean involuntariamente trasladados a otro punto
del ciclo de vida;
— el logro de beneficios financieros y operacionales que puedan ser el resultado de implementar
alternativas ambientales respetuosas que fortalezcan la posición de la organización en el mercado;
— la comunicación de la información ambiental a las partes interesadas pertinentes.
Esta Norma Internacional, al igual que otras Normas Internacionales, no está prevista para incrementar
ni cambiar los requisitos legales de una organización.
0.3  Factores de éxito
El éxito de un sistema de gestión ambiental depende del compromiso de todas las funciones y niveles
de la organización, bajo el liderazgo de la alta dirección. Las organizaciones pueden aprovechar
las oportunidades de prevenir o mitigar impactos ambientales adversos e incrementar los
impactos ambientales beneficiosos, particularmente los que tienen consecuencias estratégicas y de
competitividad. La alta dirección puede abordar eficazmente sus riesgos y oportunidades mediante
la integración de la gestión ambiental a sus procesos de negocio, dirección estratégica y toma de
decisiones, alineándolos con otras prioridades de negocio, e incorporando la gobernanza ambiental a su

sistema de gestión global. La demostración de la implementación exitosa de esta Norma Internacional
se puede usar para asegurar a las partes interesadas que se ha puesto en marcha un sistema de gestión
ambiental eficaz.
Sin embargo, la adopción de esta Norma Internacional no garantiza en sí misma resultados ambientales
óptimos. La aplicación de esta Norma Internacional puede ser diferente de una organización a otra
debido al contexto de la organización. Dos organizaciones pueden llevar a cabo actividades similares
pero pueden tener diferentes requisitos legales y otros requisitos, diferentes compromisos de política
ambiental, diferentes tecnologías ambientales y diferentes objetivos de desempeño ambiental, y aun así
ambas pueden ser conformes con los requisitos de esta Norma Internacional.
El nivel de detalle y complejidad del sistema de gestión ambiental variará dependiendo del contexto de
la organización, el alcance de su sistema de gestión ambiental, sus requisitos legales y otros requisitos
y la naturaleza de sus actividades, productos y servicios, incluidos sus aspectos ambientales y los
impactos ambientales asociados.
0.4  Modelo planificar- hacer-verificar-actuar
La base para el enfoque que subyace a un sistema de gestión ambiental se fundamenta en el concepto de
Planificar, Hacer, Verificar y Actuar (PHVA). El modelo PHVA proporciona un proceso iterativo usado por
las organizaciones para lograr la mejora continua. Se puede aplicar a un sistema de gestión ambiental y
a cada uno de sus elementos individuales, y se puede describir brevemente así:
— Planificar: establecer los objetivos ambientales y los procesos necesarios para generar y proporcionar
resultados de acuerdo con la política ambiental de la organización.
— Hacer: implementar los procesos según lo planificado.
— Verificar: hacer el seguimiento y medir los procesos respecto a la política ambiental, incluidos sus
compromisos, objetivos ambientales y criterios operacionales, e informar de sus resultados.
— Actuar: emprender acciones para mejorar continuamente.
La Figura 1 ilustra cómo el marco de referencia introducido en esta Norma Internacional se puede
integrar en el modelo PHVA, lo cual puede ayudar a usuarios actuales y nuevos a comprender la
importancia de un enfoque de sistema.

0.5  Contenido de esta norma internacional
Esta Norma Internacional es conforme con los requisitos de ISO para normas de sistemas de gestión.
Estos requisitos incluyen una estructura de alto nivel, texto esencial idéntico, y términos comunes con
definiciones esenciales, diseñados para beneficiar a los usuarios en la implementación de múltiples
normas ISO de sistemas de gestión.
Esta Norma Internacional no incluye requisitos específicos de otros sistemas de gestión, tales como los
de gestión de la calidad, salud y seguridad ocupacional, de la energía o financiero. Sin embargo, esta
norma internacional permite que una organización use un enfoque común y un pensamiento basado en
riesgos para integrar su sistema de gestión ambiental con los requisitos de otros sistemas de gestión.
La presente Norma Internacional contiene los requisitos utilizados para evaluar la conformidad. Una
organización que desee demostrar conformidad con esta norma internacional puede:
— realizar una autodeterminación y una autodeclaración, o
— buscar la confirmación de su conformidad por partes que tengan interés en la organización, como
por ejemplo los clientes, o
— buscar la confirmación de su autodeclaración por una parte externa a la organización, o
— buscar la certificación/registro de su sistema de gestión ambiental por una parte externa a la
organización.
El Anexo A proporciona información aclaratoria para evitar la interpretación errada de los requisitos
de esta Norma Internacional. El Anexo B presenta una correspondencia técnica amplia entre la edición
anterior de esta Norma Internacional y la actual. La guía de implementación para sistemas de gestión
ambiental se incluye en la Norma ISO 14004.
En esta Norma Internacional, se utilizan las siguientes formas verbales:
— “debe” indica un requisito;
— “debería” indica una recomendación;
— “puede” indica un permiso, una posibilidad o capacidad.
La información incluida en una “NOTA” está prevista para ayudar a la comprensión o uso del documento.
“Nota a la entrada”, usada en el capítulo 3, proporciona información adicional que complementa los
datos terminológicos y puede contener disposiciones relacionadas al uso de un término.

orientación para su uso
1 Objeto y campo de aplicación
Esta Norma Internacional especifica los requisitos para un sistema de gestión ambiental que una
organización puede usar para mejorar su desempeño ambiental. La presente norma internacional está
prevista para uso por una organización que busque gestionar sus responsabilidades ambientales de
una forma sistemática que contribuya al pilar ambiental de la sostenibilidad.
Esta Norma Internacional ayuda a una organización a lograr los resultados previstos de su sistema de
gestión ambiental, con lo que aporta valor al medio ambiente, a la propia organización y a sus partes
interesadas. En coherencia con la política ambiental de la organización, los resultados previstos de un
sistema de gestión ambiental incluyen:
— la mejora del desempeño ambiental;
— el cumplimiento de los requisitos legales y otros requisitos;
— el logro de los objetivos ambientales.
Esta Norma Internacional es aplicable a cualquier organización, independientemente de su tamaño,
tipo y naturaleza, y se aplica a los aspectos ambientales de sus actividades, productos y servicios que la
organización determine que puede controlar o influir en ellos, considerando una perspectiva de ciclo de
vida. Esta Norma Internacional no establece criterios de desempeño ambiental específicos.
Esta Norma Internacional se puede usar en su totalidad o en parte para mejorar sistemáticamente la
gestión ambiental. Sin embargo, las declaraciones de conformidad con esta Norma Internacional no son
aceptables a menos que todos los requisitos estén incorporados en el sistema de gestión ambiental de
una organización, y que se cumplan sin exclusiones.
