Safety of children's clothing - Cords and drawstrings on children's clothing - Specifications
This European Standard specifies requirements for cords and drawstrings on children's clothing, including disguise costumes and skiwear, up to the age of 14 years.
Within the scope of this European Standard it is not possible to cover all potential hazards that may create an unsafe garment.
Conversely, identifiable specific hazards in certain styles/design of garment might not present a risk for certain age groups.
NOTE It is recommended that an individual risk assessment is carried out on any garment in order to ensure that it does not present a hazard to the wearer.
This European Standard does not apply to:
a) child use and care articles for example bibs, nappies and soother holders;
b) shoes, boots and similar footwear;
c) gloves, hats, bonnets and scarves;
d) neckties designed to be worn with a shirt or blouse;
e) belts and braces;
f) religious clothing that may be worn all the time, and celebratory clothing such as that worn at civil or religious ceremonies or regional or national festivals;
g) specialist sportswear and activity wear generally worn for limited periods and under supervision, for example rugby shorts, wet suits, and dancewear, except where those garments are commonly worn as day wear or night wear;
h) theatrical costumes used for theatrical performances;
i) aprons intended to be worn over day wear, for limited periods and under supervision, to protect clothing from soiling during activities such as painting, cooking, or during meal times.

Diese Europäische Norm legt Anforderungen an Kordeln und Zugbänder an Kinderbekleidung, einschließlich Karnevals- und Rollenkostüme sowie Skibekleidung für Kinder bis zum Alter von 14 Jahren fest.
Innerhalb des Anwendungsbereiches dieser Europäischen Norm ist es nicht möglich, alle potenziellen Gefahren abzudecken, die eine unsichere Bekleidung verursachen kann.

Diese Europäische Norm gilt nicht für:

b) Schuhe, Stiefel und ähnliche Schuhwaren;
c) Handschuhe, Hüte, Mützen und Schals;
d) Krawatten/Fliegen/Halstücher, die mit einem Hemd oder einer Bluse zu tragen sind;
e) Gürtel und Hosenträger;
f) religiöse Bekleidung, die ständig getragen werden kann, und Festkleidung, wie sie auf zivilen oder religiösen Feiern oder regionalen oder nationalen Festen getragen wird;
g) spezielle Sport- und Freizeitbekleidung, die im Allgemeinen nur für begrenzte Zeiträume und unter Aufsicht getragen wird, wie zum Beispiel Rugby-Shorts, Taucheranzüge und Tanzbekleidung, mit Ausnahme der Kleidungsstücke, die üblicherweise als Tages- oder Nachtbekleidung getragen werden;

La présente Norme Européenne fixe des exigences concernant les cordons, coulissants ou non, de
vêtements d’enfants, y compris les costumes de déguisement et les combinaisons de ski, jusqu’à l’âge de 14
ans.
Le domaine d’application de la présente Norme Européenne ne peut pas englober la totalité des dangers
potentiels qui sont susceptibles de conférer un risque à un vêtement.
Inversement certains dangers potentiels spécifiques identifiables sur certains styles/modèles de vêtements
pourraient ne pas présenter de risque pour certains groupes d’âge.
NOTE Il est recommandé de soumettre chacun des vêtements à une évaluation du risque pour s’assurer qu’il ne
constitue pas un danger potentiel pour le porteur.
Cette Norme Européenne ne s’applique pas aux articles suivants :
a) articles de puériculture, par exemple bavoirs, couches et attaches pour sucettes ;
b) chaussures, bottes et articles chaussants similaires ;
c) gants, chapeaux, bonnets et foulards ;
d) cravates destinées à être portées avec une chemise ou un chemisier ;
e) ceintures et bretelles de pantalon ;
f) vêtements religieux pouvant être portés en permanence et vêtements de fête pouvant être portés à
l’occasion de cérémonies civiles ou religieuses ou bien lors de festivals régionaux ou nationaux ;
g) vêtements conçus pour la pratique d’un sport et vêtements professionnels portés, en général, pendant
des périodes limitées et sous surveillance, par exemple shorts de rugby, combinaisons de plongée et
vêtements de danse, excepté lorsque ces vêtements sont des tenues de jour ou de nuit couramment
portées ;
h) costumes de théâtre, utilisés lors de spectacles ;
i) tabliers destinés à être portés par dessus une tenue de jour pendant des périodes limitées et sous
surveillance, pour éviter de salir les vêtements au cours d’activités telles que la peinture, la cuisine ou
durant les repas.

Evropski standard določa zahteve za vrvice in vezalke na otroških oblačilih, vključujoč kostume in smučarska oblačila za otroke do 14 let.
Področje tega evropskega standarda ne zajema vseh možnih nevarnosti, ki bi jih lahko povzročilo neprimerno oblačilo.

EN 14682:2007 (E) 3 Foreword This document (EN 14682:2007) has been prepared by Technical Committee CEN/TC 248 “Textiles and textile products”, the secretariat of which is held by BSI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2008, and conflicting national standards shall be withdrawn at the latest by June 2008. This document supersedes EN 14682:2004. The main difference between this revision and the 2004 edition is that figures have been added to assist in clarification of the text. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association. EN 14682:2007 (E) 4 Introduction The European Commission Mandate No. M/309 The Safety of Consumers: drawstrings or cords on children’s clothing, issued 9 March 2001 requested that CEN develop standards or specifications to consider cords and drawstrings on clothing intended for children up to age 14 years. The aim of this European Standard is to minimise the risk of accidental entrapment by cords or drawstrings on children’s clothing taking into account: a) the child’s age; b) normal behaviour and activities of children for their age and stage of development, for example playing in playgrounds, climbing trees, travelling by bus or train, ability to look after themselves, and where relevant, level of supervision; c) national accident statistics indicate that serious accidents involving cords and drawstrings on children’s clothing fall into two main groups by age of child; 1) younger children: entrapment of hood cords in playground equipment such as slides, resulting in fatalities; 2) older children and young persons: entrapment of cords and strings from the waist and lower hems of garments in moving vehicles such as bus doors, ski lifts and bicycles resulting in severe injuries or death from being dragged along or run over by the vehicle. In addition elasticated hood or neck cords have resulted in a number of facial injuries. Children’s clothing sold in the EU is usually sold by height as the primary measurement, sometimes with age as an additional indicator. Clothing for babies (up to around 1 year of age) is generally sold by length of the baby although some countries use the baby's weight. All chest, waist, and hip measurements are secondary measurements.

Alternative slider types are available with a flip-over puller or double pullers, to facilitate operation from both front and back sides. 2.20 adjusting tab small strip of fabric not less than 20 mm in width intended to adjust the size of opening on a garment for example at the ankle or sleeve cuff 3 Requirements 3.1 General 3.1.1 The free ends of drawstrings, functional cords, and tied belts or sashes shall have no three-dimensional embellishments or knot and shall be secured to prevent fraying, for example by heat sealing or bar tacking.
The ends may be doubled or folded provided no hazard of entrapment is created. 3.1.2 Toggles shall only be used on drawstrings with no free ends or decorative cords (see Figure F.1). 3.1.3 Where drawstrings are permitted, they shall be attached to the garment, for example using a bar tack, in at least one point positioned equidistant from the exit points (see Figure F.3). 3.1.4 Fixed loops, which protrude from the garment, for example to fasten, shall be no more than 75 mm in circumference. Flat loops which do not protrude from the garments, for example for belt loops, shall be no more than 75 mm in length, between the fixed points of attachment to the garment (see Figure F.4). 3.1.5 Zip pullers including any embellishment shall be no longer than 75 mm in length from zip slider and shall not hang below the lower edge of garments designed to finish at the ankle (see Figure F.5). 3.1.6 All measurements shall be carried out in accordance with Annex D. 3.2 Hood and neck area on garments for young children (Figure 1, zone A) 3.2.1 Garments intended for young children shall not be designed, manufactured or supplied with drawstrings, functional cords or decorative cords in the hood or neck area. 3.2.2 Adjusting tabs are permissible provided that the length is no more than 75 mm. 3.2.3 Shoulder straps are permissible provided they are constructed from one continuous length of material or cord attached at front and back of the garment. Decorative cords attached to a shoulder strap shall not have free ends longer than 75 mm and fixed loops shall be no more than 75 mm in circumference (see Figure F.7). 3.2.4 Halter neck-style garments shall be constructed with no free ends in the hood and neck area (see Figure F.8). 3.2.5 Stitched or otherwise attached embellishments, for example bows, shall not have free ends longer than 75 mm. Evropski standard EN 14682:2007 je pripravil tehnični odbor Evropskega komiteja za standardizacijo
CEN/TC 248, katerega sekretariat vodi BSI.
Slovenski standard SIST EN 14682:2008 je prevod evropskega standarda EN 14682:2007. V primeru
spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski standard v
angleškem jeziku. Slovenski prevod standarda je pripravil tehnični odbor SIST/TC OTR Izdelki za

PREDGOVOR
Ta dokument (EN 14682:2007) je pripravil tehnični odbor CEN/TC 248 Tekstil in tekstilni izdelki,
katerega sekretariat vodi BSI.
Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo najpozneje junija 2008, nasprotujoče nacionalne standarde pa je treba razveljaviti
najpozneje junija 2008.
Ta dokument nadomešča EN 14682:2004.
Glavna razlika med tem dokumentom in izdajo iz leta 2004 je v dodanih slikah, ki pomagajo razumeti
besedilo dokumenta.
Ta evropski standard je bil pripravljen na osnovi mandata, ki ga je CEN dobil od Evropske komisije in
Evropskega združenja za prosto trgovino.
Po določilih notranjih predpisov CEN/CENELEC so ta evropski standard dolžne privzeti nacionalne
organizacije za standarde naslednjih držav: Avstrije, Belgije, Bolgarije, Cipra, Češke republike,
Danske, Estonije, Finske, Francije, Grčije, Islandije, Irske, Italije, Latvije, Litve, Luksemburga,
Madžarske, Malte, Nemčije, Nizozemske, Norveške, Poljske, Portugalske, Romunije, Slovaške,

Uvod
Evropska komisija je z mandatom št. M/309 Varnost potrošnikov: vrvice in vezalke na otroških
oblačilih, izdanim 9. marca 2001, od CEN zahtevala pripravo standarda ali specifikacije, ki bi
obravnavala vrvice in vezalke na oblačilih za otroke do 14 let.
Cilj tega evropskega standarda je zmanjšati tveganje nenamerne zagozditve ali zapletanja z vrvicami
in vezalkami na otroških oblačilih ob upoštevanju:
a) otrokove starosti;
b) pričakovanega obnašanja in aktivnosti otrok glede na njihovo starost in stopnjo razvoja, na primer
igranje na igriščih, plezanje po drevesih, potovanje z avtobusi ali vlaki, zmožnosti skrbeti zase in,
kjer je to primerno, ustreznosti nadzora;
c) nacionalna statistika nesreč kaže, da se resne nesreče, ki se zgodijo zaradi vrvic in vezalk na
otroških oblačilih, delijo na dve glavni skupini glede na otrokovo starost;
1) mlajši otroci: zagozditev vrvice na kapuci, s katero se zagozdijo na igralih, kot so tobogani, je
lahko usodno;
2) starejši otroci in mlajše osebe: zagozditev ali zapletanje vrvic in vezalk s predela pasu in
spodnjih robov oblačil v prevoznih sredstvih lahko povzroči resne poškodbe in celo smrt, npr.
vlečenje ali povoženje zaradi zagozditve vrvice v vrata avtobusa ali zagozditve ali zapleta
vrvice na žičnici in kolesu.
Poleg tega elastične vrvice na kapuci ali okrog vratu povzročijo številne poškodbe obraza.
Otroška oblačila se v državah EU ponavadi prodajajo glede na telesno višino kot primarno merilo,
včasih je kot dodatno merilo določena starost. Oblačila za dojenčke (do približno 1 leta starosti) se
ponavadi prodajajo glede na velikost dojenčka, v nekaterih državah pa glede na dojenčkovo težo.
Obseg prsi, pasu in bokov je sekundarno merilo.
1 Področje uporabe
Evropski standard določa zahteve za vrvice in vezalke na otroških oblačilih, vključujoč kostume in
smučarska oblačila za otroke do 14 let.
Področje tega evropskega standarda ne zajema vseh možnih nevarnosti, ki bi jih lahko povzročilo
neprimerno oblačilo.
Obratno velja, da prepoznavne specifične nevarnosti na določenih oblačilih ne predstavljajo nujno
tveganja za določene starostne skupine.
OPOMBA: Priporoča se, da se posamezna ocena tveganja naredi za vsa oblačila, da bi zagotovili, da ne predstavljajo
nevarnosti za uporabnika.
Evropski standard se ne nanaša na:
a) otroške izdelke za nego, kot so slinčki, pleničke in držala za dude;
b) čevlje, škornje in podobno obutev;
c) rokavice, kape, čepice in šale;
d) kravate za nošnjo k srajcam ali bluzam;
e) pasove in naramnice;
f) tradicionalna oblačila, ki se lahko nosijo vsak dan, slavnostna oblačila, ki se nosijo pri civilnih ali
verskih slovesnostih ali ob regionalnih ali nacionalnih praznikih;
g) posebna športna oblačila in oblačila za prosti čas, ki se nosijo ob določenih priložnostih in pod
nadzorom, kot na primer kratke hlače za ragbi, plavalna in potapljaška obleka, plesna oblačila, z
izjemo oblačil, ki se nosijo kot dnevna ali nočna oblačila;

h) gledališke kostume, namenjene gledališkim predstavam;
i) predpasnike, ki se nosijo čez dan, ob določenih priložnostih in pod nadzorom in so namenjeni
zaščiti oblačil med slikanjem, kuhanjem ali v času obedov.
2 Izrazi in definicije

3 Zahteve
3.1 Splošno
3.1.1 Prosti konci vezalk, funkcionalnih vrvic in pasov za zavezovanje ne smejo imeti
tridimenzionalnih zaključkov (okraskov ali vozlov) in morajo biti zaščiteni proti cefranju s postopki, kot
je npr. toplotna zatalitev ali šivanje (zatrdilni šiv). Konci so lahko odebeljeni ali prepognjeni, s čimer se
prepreči nevarno zagozdenje ali zapletanje prostih koncev.
3.1.2 Zatezniki se smejo uporabljati samo na vezalkah brez prostih koncev in na okrasnih vrvicah
(glej sliko F.1).
3.1.3 Kjer so dovoljene vezalke, nameščene v prešitih tunelčkih, morajo biti pritrjene na oblačilo v
vsaj eni točki (npr. z uporabo zatrdilnega šiva). Točka pritrditve mora biti enako oddaljena od obeh
izstopnih mest vezalke iz prešitega tunelčka (glej sliko F.3).
3.1.4 Obseg zanke, nespremenljive po dolžini, ki izstopa iz površine oblačila, npr. za zapiranje, sme
biti največ 75 mm. Ploske zanke, ki iz površine oblačila ne izstopajo, kot npr. zanke za pasove, smejo
med točkama, na katerih je zanka pritrjena na oblačilo, v dolžino meriti največ 75 mm (glej sliko F.4).
3.1.5 Vodila na ključku zadrg, vključno z drugimi okraski, ne smejo biti daljša od 75 mm (merjeno od
ključka do konca vodila ali pritrjenega okraska) in ne smejo viseti preko spodnjega roba oblačila, ki se
konča pri gležnjih (glej sliko F.5).
3.1.6 Vse meritve je treba izvesti v skladu z dodatkom D.
3.2 Predel glave in vratu na oblačilih za mlajše otroke (slika 1, predel A)
3.2.1 Oblačila za mlajše otroke ne smejo imeti vezalk, funkcionalnih ali okrasnih vrvic v predelu
glave in vratu.
