This Technical Specification applies to the following operations: collection, handling, sorting, storage, preparation for transport and transport of WEEE. It is applicable to all WEEE prior to arriving at the treatment facility or arriving at a preparation for re-use facility.
This Technical Specification addresses all operators that perform collection and logistics operations.
This technical specification does not cover treatment of WEEE. In case of treatment activities undertaken at collection or logistics facilities the Standard EN 50625-1 applies.

Introduction
This European Technical Specification aims to assist organisations in:
— Achieving effective and efficient collection, handling, sorting, storage, preparation for transport
and onward transportation of WEEE in order to prevent pollution and minimize emissions;
— Preventing inappropriate disposal of WEEE;
— Assuring protection of the environment and human health and safety;
— Providing optimal conditions for increased preparing for re-use activities in order to increase the
useful lifespan of products;
— Preventing the delivery of WEEE to operators whose operations fail to comply with the
European Standard EN 50625-series and/or EN 50574-1;
— Establish a level playing field for all operators performing WEEE collection and logistics
processes.
NOTE 1 A further consequence of this specification is that it supports the requirement for notification of cross
boundary waste transport according to Regulation 1013/2006/EC or Regulation 1418/2007/EC in order to avoid
illegal (cross boundary) shipments of WEEE.
This European Technical Specification supports the objectives of the Community's environment
policy. These aim to preserve, protect and improve the quality of the environment, protect human
health and utilize natural resources prudently and rationally. That policy is based on the
precautionary principle and the maxims that preventive action to minimize environmental damage
should, where possible, be rectified at source and the polluter should pay.
This European Technical Specification contains requirements applicable to the collection, handling,
sorting, storage and transport of all types of WEEE. It is part of a set of standards covering general
and particular treatment of WEEE and preparing for re-use.
This European Technical Specification has been prepared in order to support European legislation
and so uses some of the terms defined in European law. In order to ensure that the definitions used
in this specification are identical to those defined by law these terms are identified as 'void',
indicating that this specification does not contain a definition, and a 'Note to entry' that identifies
which law contains the legal definition and the term as defined in that law.
This European Technical Specification contains requirements applicable to the collection and
logistics of all types WEEE. In the future it will be supported by other standards covering
requirements on the preparing for re-use.
NOTE 2 A standard covering Preparing for Re-use is currently being written, when published it will have the
reference EN 50614.

1 Scope
This Technical Specification applies to the following processes: collection, handling, sorting, storage,
preparation for transport and transport of WEEE. It is applicable to all WEEE prior to arriving at the
treatment facility or arriving at a preparing for re-use facility.
This Technical Specification addresses all operators that perform collection and logistics processes.
This Technical Specification does not cover treatment of WEEE. In the case of treatment activities
undertaken at collection or logistics facilities, the EN 50625-series applies.
NOTE 1 Treatment activities include any form of dismantling, including the removal of cabling, components,
such as circuit boards, compressors or parts of equipment (e.g. doors). Sorting is not considered a treatment
activity as long as no physical alterations to the WEEE take place.
WEEE can potentially enter the logistics chain at any of the identified locations below.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

gathering of WEEE, including the preliminary sorting and preliminary storage of WEEE for the
purposes of transport to a logistics facility or a treatment facility

4 Administrative and organisational requirements
4.1 Collection Operators and Logistics Operators
4.1.1 Management principles
The collection operator and logistics operator shall ensure that a management system is in place for
all activities in the fields of environment, health, safety, and quality.
The management system shall include the following documented points, which shall be updated on a
regular basis:
— environmental, health and safety risk assessments, including where appropriate, the mitigation
of the risk. The risk assessments shall include the identification of those locations and activities
that require the use of personal protective equipment and procedures to be followed.
— a list of relevant legislation and associated requirements, which applies to the collection operator
and or logistics operator and their processes and evidence of compliance to this legislation and
associated requirements
— competency assessments and associated training actions.
NOTE 1 Collection operators are encouraged to include the requirements of this Technical Specification into
their management system to facilitate easy review and inspection.
NOTE 2 Directive 89/391/EEC provides requirements for the safety and health for the protection of workers
at work.
4.1.2 Technical and infrastructural preconditions
The collection operator and logistics operator shall possess infrastructure, in terms of size,
technologies installed, equipment and characteristics of the operations, that is suitable for the
activities performed

Collection facilities and logistics facilities, including storage areas, shall be designed, organized, and
maintained to provide safe access to, and egress from, the site. Collection facilities and logistics
facilities, including storage areas, shall be secured to prevent access by unauthorised persons to
prevent damage to and theft of WEEE.
NOTE WEEE includes all components, subassemblies and consumables (e.g. motors; compressors;
adaptor leads; cables; hoses; hard-drives; memory drives; power supplies).
4.1.3 Training
Employees and contractors involved in WEEE processes shall be instructed and trained to perform
the tasks assigned to them.
All employees and contractors of a collection facility and a logistic facility that handle WEEE shall be
made aware of the environmental, health and safety policy of the collection operator and logistics
operator.
Training provisions at a collection facility and a logistics facility shall include emergency response
planning, occupational health and safety measures, and training for the relevant operations
performed (including applicable regulations for the transportation of hazardous or dangerous goods
such as ADR and similar regulations for transport by rail and inland waterways). The effectiveness
and suitability of training shall be checked regularly. Training programmes shall be delivered at a
level suitable to the trainee in form, manner and language.
Employee training materials and information shall be available at the work place and be easily
accessible at all times. These should at least cover basic knowledge about WEEE, its hazardous
nature, its handling, how WEEE should be handled and stored in such a way that preserves
preparing for re-use potential and enables de-pollution and treatment.
NOTE The training regarding preparing for re-use potential is only necessary where there is an agreement
in place with a preparing for re-use operator (see 5.1.3).
Examples of what the information for employees should cover:
— The treatment streams of WEEE being handled.
— The constitution of WEEE and non-WEEE (e.g. non-WEEE includes gas bottles, petrol powered
equipment, cooking oil, organic matter, general plastic and cardboard waste)
— The types of hazardous components that may be found in WEEE (e.g. batteries; refrigerants; oil,
mercury containing components such as backlights and switches, asbestos, ceramic fibres,
radioactive parts and lead glass)
— The identification of potentially re-usable WEEE (e.g. checking the visual appearance for
scratches/damage, that hinges/doors and internal furniture /fittings are complete, and no oil
leaks etc.).
— Methods of handling WEEE in a safe manner, also in order to allow preparing for re-use at a
later stage (e.g. reception, loading/unloading, transport and stacking).
— The downstream treatment routes and processing operations for the different types of WEEE.
Where the risk assessment has identified the need for personal protective equipment (PPE), training
in the proper use of that PPE shall be provided.
4.1.4 Monitoring
Each collection operator and logistics operator shall trace and document the downstream chain of
collected WEEE, also through logistics facilities, until WEEE is handed over to a preparing for re-use
operator working according to or towards prEN 50614; or to a WEEE treatment operator working
according to or towards the EN 50625-series or EN 50574-1.

NOTE Evidence may be provided by another legal entity, for example a collective scheme (as stated in
article 12.3 of WEEE directive 2012/19/EU).
4.1.5 Preparing for re-use
Collection operators and logistics operators are encouraged to develop relationships and
agreements with preparing for re-use operators working according to or towards prEN 50614, in line
with Article 6 (2) of Directive 2012/19/EU, e.g. by granting access to the relevant sites, i.e. collection
facilities and logistics facilities.
Where there is an agreement in place with a preparing for re-use operator, a list of selection criteria
for equipment with potential for the preparing for re-use shall be available.
4.1.6 Transportation and shipments
Collection operators and logistics operators shall ensure that information is provided to the waste
carrier (holding a valid waste transport licence) so they are aware of the handling requirements and
the hazardous properties of WEEE,
NOTE 1 Regulatory requirements for cross border shipments, including monitoring are covered in Regulation
1013/2006/EC and Article 10 of the Directive 2012/19/EU.
NOTE 2 According to Regulation 1013/2006/EC non de-polluted WEEE should always be transported under
a notification procedure in case of cross-border shipments unless otherwise stated in Regulation 1418/2007/EC.
No collection operator or logistics operator shall initiate or contribute to the transfer of WEEE to
preparing for re-use operators that are not working according to or towards prEN 50614; or to WEEE
treatment operators that are not working according to or towards EN 50625-series and/or
EN 50574-1.
4.2 Collection points
The administrative and organisational requirements in 4.1 do not apply to collection points, except for
the following:
The entity responsible for the collection shall supply the collection point with appropriate information
of the potential risks related to the collection of WEEE.
Information shall be accessible at collection points, which at least covers basic knowledge about the
re-use of EEE, WEEE, the potential for preparing for re-use, its hazardous nature, its handling and
transport. The collection point operator shall familiarise himself with this information and shall ensure
that WEEE is handled accordingly.
No entity responsible for the collection point shall initiate transport of WEEE, which would result in
the preparing for re-use of WEEE that is not working according to or towards prEN 50614 or
treatment that is not working according to or towards EN 50625-series and/or EN 50574-1.
5 Technical requirements
5.1 Collection Operators and Logistics Operators
5.1.1 Principles
WEEE shall be handled and stored with due care in order to avoid emissions of hazardous
substances into air, water, or soil, because of damage and/or leakage.
Collection operators and logistics operators shall adopt measures to achieve a high level of separate
collection of WEEE, notably, and as a matter of priority, for temperature exchange equipment, CRT
equipment, flat panel display equipment, lamps, photovoltaic panels and small equipment as referred
to in categories 5 and 6 of Annex III (Directive 2012/19/EU).
NOTE 1 Article 5 (1) Directive 2012/19/EU requires separate collection in order to minimize the disposal of
WEEE in the form of unsorted municipal waste, to ensure the correct treatment of all collected WEEE.

Exceptions of separate collection are only acceptable, when the collection operator or logistics
operator can ensure complete separation of WEEE at a later stage before assessment for possible
preparing for re-use or before treatment providing that optimal conditions for preparing for re-use,
recycling and the confinement of hazardous substances are not adversely affected.
NOTE 2 A non-exhaustive list of collection methods:
— Collection at designated collection points
— Joint collection of WEEE with other waste and subsequent separation of WEEE at designated facilities
— Kerbside collection, both dedicated and mixed with other recyclables
— Door-to-door collection
— Collection using neighbourhood waste receptacles
