Safety of woodworking machines - Circular sawing machines - Part 19: Circular saw benches (with and without sliding table) and building site saws

This European Standard deals with all significant hazards, hazardous situations and events as listed in Clause 4 which are relevant to stationary and displaceable circular saw benches (with or without sliding table and/or demountable power feed unit) and building site saws, hereinafter referred to as “machines”, designed to cut solid wood, chipboard, fibreboard, plywood and also these materials, if they are covered with plastic edging and/or plastic/light alloy laminates, when they are used as intended and under the conditions foreseen by the manufacturer including reasonably foreseeable misuse. Machines which are designed to cut wood-based material may also be used for cutting hardened plastic materials with similar physical characteristics as wood. The requirements of this document apply also to machines designed for grooving with a width not exceeding 20 mm in one pass by using a milling tool. This document does not apply to: a) machines set up on a bench or a table similar to a bench, which are intended to carry out work in a stationary position, capable of being lifted by one person by hand. The bench can also be an integrated part of the machine if it consists of hinged legs which can be extended down; b) hand held woodworking machines including any adaptation permitting their use in a different mode, i.e. bench mounting. For the purpose of this document, building site saws having a tiltable spindle are considered to be circular saw benches. This document is not applicable to circular saw benches (with and without sliding table) and building site saws which are manufactured before the date of its publication as EN.

Diese Europäische Norm behandelt alle im Abschnitt 4 aufgeführten signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die auf stationäre und verschiebbare Tisch-kreissägemaschinen (mit und ohne Schiebetisch und/oder abnehmbarem Vorschubapparat) und Baustellen-kreissägemaschinen zutreffen - im Folgenden als "Maschinen" bezeichnet -, die konstruiert sind zum Schneiden von Massivholz, Spanplatten, Faserplatten, Sperrholz sowie diesen Werkstoffen, wenn sie mit Kunststoffkanten und/oder mit Laminaten aus Kunststoff/Leichtmetalllegierung beschichtet sind, wenn sie bestimmungsgemäß und entsprechend den durch den Hersteller vorhersehbaren Bedingungen einschließlich vernünftigerweise vorhersehbarem Fehlverhalten verwendet werden.
Maschinen, die für die Bearbeitung von Holzaustauschstoffen konstruiert sind, können auch für die Bearbeitung von Hartkunststoffen mit ähnlichen physikalischen Eigenschaften wie Holz verwendet werden.
ANMERKUNG 1 Hinsichtlich der Definition von einer stationären und einer verschiebbaren Maschine siehe 3.2.9 und 3.2.10.
ANMERKUNG 2 Tischkreissägemaschinen werden zum Längs-, Quer- und Formatschneiden und zum Nuten eingesetzt. Baustellenkreissägemaschinen werden zum Längs-, Quer- und Formatschneiden verwendet.
Die Anforderungen in diesem Dokument gelten auch für Maschinen, die zum Nuten mittels eines Fräswerkzeugs in einem Arbeitsgang und einer Breite, die 20 mm nicht übersteigt, konstruiert sind.
Dieses Dokument gilt nicht für:
a) Maschinen, die auf ein Gestell oder auf einen Tisch, der einem Gestell ähnlich ist, aufgesetzt sind und die vorgesehen sind, während des Betriebs stationär verwendet zu werden und die von Hand von einer Person angehoben werden können. Das Gestell kann auch ein fester Bestandteil der Maschine sein, wenn es aus scharnierbefestigten Füßen besteht, die heruntergeklappt werden können;
b) handgeführte Holzbearbeitungsmaschinen einschließlich irgendwelcher Einrichtungen, die ihre Verwendung in einer anderen Weise, d. h. in einem Gestell montiert, ermöglichen.
ANMERKUNG 3 Transportable, elektrisch angetriebene Maschinen sind durch die Anforderungen in EN 61029-1:2009 zusammen mit EN 61029-2-1:2012 erfasst; handgeführte motorbetriebene Elektrowerkzeuge und Sägetische, die eine Einheit bilden, sind in EN 60745-1:2009 zusammen mit EN 60745-2-5:2010 erfasst.
Im Zusammenhang mit diesem Dokument gelten Baustellenkreissägemaschinen mit einer schrägstellbaren Spindel als Tischkreissägemaschinen.
Dieses Dokument gilt nicht für Tischkreissägemaschinen (mit und ohne Schiebetisch) und Baustellenkreis-sägemaschinen, die vor seiner Veröffentlichung als EN hergestellt wurden.

Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs, tels qu’énumérés à l’Article 4, qui sont applicables aux scies circulaires à table de menuisier (avec ou sans table mobile et/ou unité d’avance mécanisée démontable) et aux scies de chantier fixes et transportables, ci-après désignées "machines", conçues pour la coupe de bois massif, de panneaux de particules, de panneaux de fibres, de contreplaqué ainsi que ces matériaux lorsque leurs surfaces ou leurs chants sont recouverts de matière plastique et/ou de plastique/alliages légers stratifiés, lorsqu’elles sont utilisées comme prévu et dans les conditions prévues par le fabricant, incluant une mauvaise utilisation raisonnablement prévisible.
Les machines qui sont conçues pour couper les matériaux à base de bois peuvent également être utilisées pour couper les matières plastiques dures présentant des caractéristiques physiques similaires à celles du bois.
NOTE 1   Pour la définition de machine fixe et de machine transportable, voir 3.2.9 et 3.2.10.
NOTE 2    Les scies circulaires à table de menuisier sont utilisées pour le délignage, pour le tronçonnage, pour la coupe au format et pour le rainurage. Les scies de chantier sont utilisées pour le délignage, pour le tronçonnage et pour la coupe au format.
Les prescriptions du présent document s’appliquent également aux machines conçues pour le rainurage avec une largeur ne dépassant pas 20 mm par passage d’un outil de fraisage.
Le présent document ne s’applique pas aux :
a)   machines montées sur un établi ou une table similaire à un établi qui sont conçues pour réaliser un travail à poste fixe qui peuvent être soulevées à la main par une seule personne. L'établi peut également être une pièce intégrée à la machine s'il consiste en pieds articulés qui peuvent être dépliés ;
b)    machines à bois portatives y compris toute adaptation permettant leur utilisation de manière différente, c'est-à-dire fixées sur un bâti.
NOTE 3   Les machines-outils à moteur électrique transportables sont couvertes par les prescriptions de l'EN 61029-1:2009 conjointement avec l'EN 61029-2-1:2009, une machine-outil à moteur électrique portative et une scie à table de menuisier destinées à former un ensemble intégré sont couverts par l'EN 60745-1:2009 conjointement avec l'EN 60745-2-5:2010.
Pour les besoins du présent document, les scies de chantier ayant un arbre inclinable sont considérées comme des scies circulaires à table de menuisier.

EN 1870-19:2013 (E) 5 Foreword This document (EN 1870-19:2013) has been prepared by Technical Committee CEN/TC 142 “Woodworkng machines - Safety”, the secretariat of which is held by UNI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by May 2014, and conflicting national standards shall be withdrawn at the latest by May 2014. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. This document together with EN 1870-18 supersedes EN 1870-1:2007+A1:2009. EN 1870-19:2013 (E) 7 Introduction This document has been prepared to be a harmonized standard to provide one means of conforming to the essential safety requirements of the Machinery Directive and associated EFTA regulations. This document is a type "C“ standard as defined in EN ISO 12100:2010. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of other standards, for machines that have been designed and built according to the provisions of this type C standard. The requirements of this document are directed to manufacturers and their authorized representatives of circular saw benches (with and without sliding table) and building site saws. They are also useful for designers. This document also includes provisions and examples of information to be provided by the manufacturer to the user. EN 1870-19:2013 (E) 11 3 Terms and definitions 3.1 General For the purposes of this document, the terms and definitions given in EN ISO 12100:2010 and the following apply. 3.2 Definitions 3.2.1 circular saw bench hand fed machine fitted with a single main circular saw blade which is fixed in position during the cutting operation, and a horizontal table fixed during operation (see Figure 1) Note 1 to entry: The saw blade is mounted on a horizontal spindle below the table. The machine may have any of the following features:  facility for the saw blade to be raised and lowered through the table;  facility to tilt the saw blade for angled cutting;  additional, manually operated sliding table;  facility for scoring;  facility for grooving with milling tool;  demountable power feed unit.
