Tractors and machinery for agriculture and forestry - Safety-related parts of control systems - Part 4: Production, operation, modification and supporting processes (ISO 25119-4:2018)

This part of ISO 25119 provides general principles for the production, operation, modification and supporting processes of safety-related parts of control systems (SRP/CS) on tractors used in agriculture and forestry, and on self-propelled ride-on machines and mounted, semi-mounted and trailed machines used in agriculture. It can also be applied to municipal equipment (e.g. street sweeping machines).
This part of ISO 25119 is not applicable to:
   aircraft and air-cushion vehicles used in agriculture,
   lawn and garden equipment.
This part of ISO 25119 specifies the characteristics and categories required of SRP/CS for carrying out their safety-related functions.
This part of ISO 25119 is applicable to the safety-related parts of electrical/electronic/programmable electronic systems (E/E/PES), as these relate to mechatronic systems. It does not specify which safety-related functions or performance levels are to be used for particular machines.  It covers the possible hazards caused by malfunctioning behaviour of E/E/PES safety-related systems, including interaction of these systems. It does not address hazards related to electric shock, fire, smoke, heat, radiation, toxicity, flammability, reactivity, corrosion, release of energy and similar hazards, unless directly caused by malfunctioning behaviour of E/E/PES safety-related systems.It also covers malfunctioning behaviour of E/E/PES safety-related systems involved in protection measures, safeguards, or safety-related functions in response to non-E/E/PES hazards.
Examples included in scope:
   SRP/CS’s limiting current flow in electric hybrids to prevent insulation failure/shock hazards,
   electromagnetic interference with the SRP/CS, and
SRP/CS’s designed to prevent fire.
Examples not included in scope:
   insulation failure due to friction that leads to electric shock hazards,
   nominal electromagnetic radiation impacting nearby machine control systems, and
   corrosion causing electric cables to overheat.
Machine specific standards (type-C standards) can identify performance levels and/or categories or they should be determined by the manufacturer of the machine based on risk assessment.
It is not applicable to non-E/E/PES systems (e.g. hydraulic, mechanic or pneumatic).

Dieser Teil der ISO 25119 beschreibt allgemeine Grundlagen für Fertigung, Betrieb, Modifikation und unterstützende Verfahren sicherheitsbezogener Teile von Steuerungen (SRP/CS) in land- und forstwirtschaftlichen Traktoren, selbstfahrenden Aufsitzmaschinen sowie Anbau-, Aufsattel- und Anhängemaschinen für landwirtschaftliche Geräte. Sie kann auch auf kommunale Geräte (z. B. Straßenkehrmaschinen) angewendet werden.
Dieser Teil von ISO 25119 gilt nicht für:
—   Flugzeuge und Luftkissenfahrzeuge für den landwirtschaftlichen Einsatz,
—   Rasen- und Gartengeräte.
Dieser Teil der ISO 25119 legt die Merkmale und Kategorien von SRP/CS-Systemen, die zur Ausführung sicherheitsrelevanter Funktionen erforderlich sind, fest.
Dieser Teil der ISO 25119 gilt für sicherheitsbezogene Teile elektrischer/elektronischer/programmierbarer elektronischer Systeme (E/E/PES) als Teil mechatronischer Systeme. Er schreibt jedoch nicht vor, welche Sicherheitsfunktionen, Kategorien oder Performance Levels für bestimmte Maschinen anzuwenden sind.  Er behandelt die möglichen Gefahren durch Fehlfunktionen von sicherheitsbezogenen E/E/PES einschließlich der Wechselwirkungen dieser Systeme. Dieser Teil behandelt nicht die Gefahren in Verbindung mit elektrischem Schlag, Feuer, Rauch, Hitze, Strahlung, Toxizität, Entflammbarkeit, Reaktivität, Korrosion, der Freisetzung von Energie und ähnliche Gefahren, sofern diese nicht direkt durch eine Funktionsstörung sicherheitsbezogener E/E/PES verursacht werden. Er behandelt ebenfalls Fehlfunktionen sicherheitsbezogener E/EW/PES, die an Schutzmaßnahmen, Schutzeinrichtungen oder sicherheitsbezogenen Funktionen als Reaktion auf nicht mit E/E/PES verbundenen Gefahren beteiligt sind.
In dem Anwendungsbereich enthaltene Beispiele:
—   sicherheitsbezogene Teile einer Steuerung (SRP/CS), die den Stromfluss in elektrischen Hybridsystemen begrenzen, um Isolierungsausfälle und Gefahren durch elektrischen Schlag zu verhindern,
—   elektromagnetische Störungen mit dem SRP/CS und
—   für Brandschutzzwecke gestaltetet SRP/CS.
In dem Anwendungsbereich nicht enthaltene Beispiele:
—   Isolierungsausfälle durch Reibung, die zu der Gefahr eines elektrischen Schlags führen,
—   elektromagnetische Nennstrahlung, die sich auf nahegelegene Maschinensteuerungssysteme auswirkt, und
—   Korrosion, die zu einer Überhitzung von Stromkabeln führt.
Maschinensicherheitsnormen (Typ-C-Normen) können entweder Performance Levels und/oder Kategorien selbstständig identifizieren oder sie sollten durch den Maschinenhersteller auf Basis einer Risikobeurteilung festgelegt werden.
Sie ist nicht anzuwenden auf nicht-E/E/PES-Systeme (z. B. hydraulische, mechanische und pneumatische).

Elle peut être également applicable aux équipements municipaux mobiles (par exemple machines de nettoiement). Elle spécifie les caractéristiques et les catégories requises des SRP/CS pour réaliser leurs fonctions de sécurité.
Le présent document n'est pas applicable aux:
— véhicules aéroportés et sur cousin d'air utilises en agriculture;
— équipements pour jardins et pelouses.
Le présent document spécifie les caractéristiques et les catégories requises des SRP/CS pour réaliser leurs fonctions relatives à la sécurité. Il n'identifie pas de niveaux de performance pour des applications spécifiques.
NOTE 1 Les normes spécifiques à une machine donnée (normes de type C) peuvent spécifier des niveaux de performance (AgPL) pour des fonctions relatives à la sécurité dans des machines relevant de leur domaine d'application. Sinon, la spécification de l'AgPL est de la responsabilité du fabricant.
Le présent document est applicable aux parties relatives à la sécurité des systèmes électriques/électroniques/électroniques programmables (E/E/PES), dans la mesure où celles-ci sont liées aux systèmes mécatroniques. Elle couvre les éventuels phénomènes dangereux dus au comportement fonctionnel des systèmes E/E/PES liés à la sécurité, y compris les interactions entre ces systèmes. Elle ne traite pas des phénomènes dangereux dus à l'équipement lui-même (choc électrique, incendie, fumées, chaleur, rayonnement, toxicité inflammabilité, réactivité, corrosion, libération de l'énergie, et phénomènes dangereux similaires, à moins d'être causés directement par une défaillance du comportement des systèmes E/E/PES liés à la sécurité. Ta del standarda ISO 25119 zagotavlja splošna načela za proizvodnjo, delovanje, spreminjanje in podporne postopke za varnostne dele krmilnih sistemov (SRP/CS) za traktorje, ki se uporabljajo v kmetijstvu in gozdarstvu, in za samognane stroje s sedežem ter za priklopne, polpriklopne in vlečene stroje, ki se uporabljajo v kmetijstvu. – elektromagnetne motnje varnostnih delov krmilnih sistemov in
varnostni deli krmilnih sistemov, ki so zasnovani za preprečevanje požara.
Primeri, ki niso vključeni v področje uporabe:
– okvara izolacije zaradi trenja, ki povzroči nevarnost električnega udara,
– nazivno elektromagnetno sevanje, ki vpliva na bližnje krmilne sisteme strojev in
– korozija, ki povzroča pregrevanje električnih kablov.
Standardi, značilni za stroje (standardi tipa C), lahko določajo ravni zmogljivosti in/ali kategorije oziroma naj bi jih določil proizvajalec stroja glede na oceno tveganja.
Ne uporablja se za sisteme, ki niso električni/elektronski/programirljivi elektronski sistemi (npr. hidravlični, mehanski ali pnevmatski).

This document (EN ISO 25119-4:2018) has been prepared by Technical Committee ISO/TC 23 "Tractors
and machinery for agriculture and forestry" in collaboration with Technical Committee CEN/TC 144
“Tractors and machinery for agriculture and forestry” the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2019, and conflicting national standards shall be
withdrawn at the latest by June 2019.

This European Standard has been prepared under a Commission’s standardization request M/396 to
provide one voluntary means of conforming to essential requirements of the Directive 2006/42/EC on
Machinery.
Once this standard is cited in the Official Journal of the European Union under that Directive,
compliance with the normative clauses of this standard given in Table ZA.1 confers, within the limits of
the scope of this standard, a presumption of conformity with the corresponding essential requirement
of that Directive, and associated EFTA regulations.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are
described in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the
different types of ISO documents should be noted. This document was drafted in accordance with the
editorial rules of the ISO/IEC Directives, Part 2 (see www .iso .org/directives).
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights. Details of
any patent rights identified during the development of the document will be in the Introduction and/or

This document was prepared by Technical Committee ISO/TC 23, Tractors and machinery for agriculture
and forestry, Subcommittee SC 19, Agricultural electronics.
This second edition cancels and replaces the first edition (ISO 25119-4:2010), which has been technically
revised. The main changes compared to the previous edition are as follows:
— the introduction has been modified to add specific information on safety standards;
— the scope has been slightly modified;
— and a new Clause 5 (quality management system) has been added;
— the former Clause 5 (configuration management) has been moved after Clause 6;
— Clause 6 has been revised;
— the example of technical documentation checklist has been modified;
— the document has been editorially revised.
