Light motorized vehicles for the transportation of persons and goods and related facilities and not subject to type-approval for on-road use - Side by Side Vehicles - Safety requirements and test methods

This European Standard applies to "Side by Side machines" or "SbSs" as defined in Clause 3, propelled by internal combustion engines using liquid fuels (petrol, diesel, bio-fuels, lpg) and/or electric drive, intended to be used primarily on unpaved surfaces and not intended to be used on public roads ).
This European Standard defines safety requirements relating to the elements of design, operation, and maintenance of Side by Side machines and deals with all significant hazards, hazardous situations and events relevant to Side by Side machines, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). It deals with the significant hazards during the whole lifecycle of the product as defined in of EN ISO 12100:2010, 5.3
This European Standard is not dealing with:
-   Side by Side Machines exclusively intended for competition );
-   Side by Side Machines intended to be used by persons under the age of 14 years;
-   agricultural and forestry tractors coming under Regulation (EU)167/2013;
-   3 or 4 wheeled vehicles coming under Regulation (EU)168/2013;
-   accessories for additional functions );
-   the additional hazards due to the use of the Side by Side Machine on public roads;
-   the additional hazards due to the use of remote control.
This document is not intended to cover all terrain machines (ATVs) complying with EN 15997.
This European Standard is not applicable to Side by Side machines which are manufactured before the date of its publication as EN.

Dieses Dokument gilt für Side by Side Fahrzeuge, die durch Verbrennungsmotoren mit Flüssigkraftstoffen (Benzin, Diesel, Biokraftstoffe, LPG) und/oder mit elektrischem Antrieb betrieben werden, und hauptsächlich für die Verwendung auf unbefestigten Flächen und nicht auf öffentlichen Straßen vorgesehen sind .
Dieses Dokument legt sicherheitstechnische Anforderungen in Bezug auf Elemente der Konstruktion, des Betriebs und der Instandhaltung von Side by Side Fahrzeugen fest und behandelt alle signifikanten Gefährdungen, gefahrbringenden Situationen und Gefährdungsereignisse, die Side by Side Fahrzeuge bei bestimmungsgemäßem Gebrauch und unter Missbrauchsbedingungen, die vom Hersteller vernünftigerweise vorhersehbar sind, betreffen (siehe Anhang M). Es behandelt die signifikanten Gefährdungen während der gesamten Lebensdauer des Produktes wie in EN ISO 12100:2010, 5.3, festgelegt.
Dieses Dokument befasst sich nicht mit:
- Side by Side Fahrzeugen, die ausschließlich für den Rennbetrieb vorgesehen sind ;
- Side by Side Fahrzeugen, die über nach der Seite gerichtete Sitze verfügen;
- Side by Side Fahrzeugen, die für die Bedienung durch Personen unter 14 Jahren vorgesehen sind;
- landwirtschaftlichen und forstwirtschaftlichen Traktoren, die der Verordnung (EU) Nr. 167/2013 unterliegen;
- drei  oder vierrädrigen Fahrzeugen, die der Verordnung (EU) Nr. 168/2013 unterliegen;
- Zubehör für Zusatzfunktionen ;
- den zusätzlichen Gefährdungen aufgrund der Verwendung des Side by Side Fahrzeugs auf öffentlichen Straßen;
- den zusätzlichen Gefährdungen aufgrund der Verwendung einer Fernbedienung.
Dieses Dokument ist nicht dafür vorgesehen, alle geländegängigen Fahrzeuge (ATV — Quads) zu behandeln, die in EN 15997:2011 festgelegt sind.
Dieses Dokument gilt nicht für Side by Side Fahrzeuge, die vor dem Datum seiner Veröffentlichung als Europäischer Norm  hergestellt wurden.

La présente Norme européenne s'applique aux « machines côte-à-côte » ou « SbS » telles que définies à l'Article 3, propulsées par motorisation à combustion interne utilisant des combustibles liquides (essence, gazole, biocombustibles, gaz de pétrole liquéfié) et/ou à entraînement électrique, destinées à être utilisées principalement sur des surfaces sans revêtement et non destinées à être utilisées sur la voie publique ).
La présente Norme européenne définit les exigences de sécurité relatives aux éléments de conception, d'exploitation et d’entretien des machines côte-à-côte et, traite de tous les phénomènes dangereux significatifs, les situations dangereuses et les événements dangereux liés aux machines côte-à-côte, en utilisation normale et dans des conditions de mauvais usage raisonnablement prévisible par le fabricant (voir Article 4). Elle traite des phénomènes dangereux significatifs pendant le cycle de vie complet du produit comme défini dans l'EN ISO 12100:2010, 5.3.
La présente Norme européenne ne couvre pas les éléments suivants :
-   les machines côte-à-côte destinées exclusivement à la compétition ) ;
-   les machines côte-à-côte destinées à être utilisées par des personnes de moins de 14 ans ;
-   les tracteurs agricoles et forestiers relevant du Règlement (UE) n° 167/2013 ;
-   les véhicules à trois ou quatre roues relevant du Règlement (UE) n° 168/2013 ;
-   les accessoires assurant des fonctions supplémentaires ) ;
-   les phénomènes dangereux supplémentaires dus à l'utilisation de la machine côte-à-côte sur la voie publique ;
-   les phénomènes dangereux supplémentaires dus à l'utilisation d'une télécommande.
Le présent document n'est pas destiné à couvrir les machines tout-terrain (VTT) conformes à l'EN 15997.
La présente Norme européenne n'est pas applicable aux machines côte-à-côte fabriquées avant sa date de publication.

This document (prEN 16990:2016) has been prepared by Technical Committee CEN/TC 354 “Non-type
approved light motorized vehicles for the transportation of persons and goods and related facilities - All
Terrain Vehicles (ATV s –Quads) and Side by Side Vehicles – safety requirements and test methods”, the
secretariat of which is held by AFNOR.
This document is currently submitted to the CEN Enquiry.
This document has been prepared under a mandate given to CEN by the European Commission and the

Introduction
This document is a type C standard as stated in EN ISO 12100:2010.
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events
are covered are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards, for machines that have been designed and built according to the provisions of this type C
standard.

1 Scope
This European Standard applies to “Side by Side machines” or “SbSs” as defined in Clause 3, propelled
by internal combustion engines using liquid fuels (petrol, diesel, bio-fuels, lpg) and/or electric drive,

intended to be used primarily on unpaved surfaces and not intended to be used on public roads .
This European Standard defines safety requirements relating to the elements of design, operation, and
maintenance of Side by Side machines and deals with all significant hazards, hazardous situations and
events relevant to Side by Side machines, when they are used as intended and under conditions of
misuse which are reasonably foreseeable by the manufacturer (see Clause 4). It deals with the
significant hazards during the whole lifecycle of the product as defined in of EN ISO 12100:2010, 5.3
