This amendment A1 modifies the European Standard EN 60439-1:1999; it was approved by CENELEC
on 2004-03-16. CENELEC members are bound to comply with the CEN/CENELEC Internal Regulations
which stipulate the conditions for giving this amendment the status of a national standard without any
alteration.

Up-to-date lists and bibliographical references concerning such national standards may be obtained on
application to the Central Secretariat or to any CENELEC member.

This amendment exists in three official versions (English, French, German). A version in any other language
made by translation under the responsibility of a CENELEC member into its own language and notified to the
Central Secretariat has the same status as the official versions.

The text of document 17D/294/FDIS, future amendment 1 to IEC 60439-1:1999, prepared by SC 17D,
Low-voltage switchgear and controlgear assemblies, of IEC TC 17, Switchgear and controlgear, was
submitted to the IEC-CENELEC parallel vote and was approved by CENELEC as amendment A1 to
EN 60439-1:1999 on 2004-03-16.
The following dates were fixed:
– latest date by which the amendment has to be implemented
at national level by publication of an identical
national standard or by endorsement (dop) 2005-01-01
– latest date by which the national standards conflicting
with the amendment have to be withdrawn (dow) 2007-04-01

The ASSEMBLY manufacturer shall specify the measures to be taken, if any, with regard to EMC
associated with the installation, operation and maintenance of the ASSEMBLY.
If an ASSEMBLY specifically intended for environment A is to be used in environment B the
following warning shall be included in the operating instructions:

This is a product for environment A. In a domestic environment this product may cause radio
interference in which case the user may be required to take adequate measures.

7.1.4 Resistance to abnormal heat and fire
Parts of insulating materials which might be exposed to thermal stresses due to electrical
effects, and the deterioration of which might impair the safety of the ASSEMBLY, shall not be
adversely affected by abnormal heat and by fire.
The suitability of these parts shall be verified by test in accordance with IEC 60695-2-10 and
IEC 60695-2-11.
Parts of insulating materials necessary to retain current-carrying parts in position shall conform
to the glow-wire test of 8.2.9 at a test temperature of 960 °C.
Parts of insulating materials other than those specified in the previous paragraph, including
parts necessary to retain the protective conductor, shall conform to the requirements of the
glow-wire test of 8.2.9 at a temperature of 650 °C.
This requirement does not apply to parts or components, which have been previously tested
according to this standard or according to their own product standard.
For small parts (having surface dimensions not exceeding 14 mm x 14 mm), a different test
may be selected (for example, the needle flame test of IEC 60695-2-2). The same procedure
may be applicable for other practical reasons where the metal material of a part is large
compared to the insulating material.

7.10.1 General
For the majority of ASSEMBY applications falling within the scope of this standard, two sets of
environmental conditions are considered:
a) Environment A;
b) Environment B.
Environment A: relates to low-voltage non-public or industrial networks/locations/installations
including highly disturbing sources.
NOTE 1 Environment A corresponds to Equipment Class A in CISPR 11 and in IEC 61000-6-4.
NOTE 2 Industrial locations are characterized by one or more of the following conditions:
− industrial, scientific and medical apparatus, e.g. working machines are present;
− heavy inductive or capacitive loads are frequently switched;
− currents and associated magnetic fields are high.
Environment B: relates to low-voltage public networks such as domestic, commercial and light
industrial locations/installations. Highly disturbing sources such as arc welders are not covered
by this environment.
NOTE 3 Environment B corresponds to Equipment Class B in CISPR 11 and in IEC 61000-6-3.
NOTE 4 The following list, although not comprehensive, gives an indication of locations which are included:
− residential properties, e.g. houses, apartments;
− retail outlets, e.g. shops, supermarkets;
− business premises, e.g. offices, banks;
− areas of public entertainment, e.g. cinemas, public bars, dance halls;
− outdoor locations, e.g. petrol stations, car parks, sport centres;
