Safety of woodworking machines - Circular sawing machines - Part 13: Horizontal beam panel sawing machines

This document deals with all significant hazards, hazardous situations and events as listed in Clause 4 which are relevant to horizontal beam panel sawing machines where the saw unit of the front cutting line is mounted below the workpiece support and which are manually or mechanically loaded and / or unloaded, fitted with:
-   a side pressure device and / or
-   the facility for scoring and / or
-   the facility for post-formed / soft-formed edge pre-cutting and / or
-   a panel turning device and / or
-   a pushing out device and / or
-   pneumatic clamping of the saw blade and / or
-   a powered panel loading device and / or
-   a grooving device and / or
-   additional cutting line(s) inside the machine for longitudinal and / or head cut (before transversal cutting line) and / or
-   workpiece vacuum clamping as part of a panel turning device or of a panel loading device,
hereinafter referred to as "machines" when they are used as intended and under the conditions foreseen by the manufacturer including reasonably foreseeable misuse.
The machines are designed for cutting panels consisting of:
a)   wood based materials such as chipboard, fibreboard, plywood and also these materials where they are covered with plastic/light alloy laminates which can be cut easily;
b)   solid wood;
c)   hardened rubber and hardened plastic material;
d)   non ferrous materials e.g. light alloy;
e)   gypsum boards, gypsum bounded fibreboards;
f)   composite boards made from the materials listed above.
This document does not deal with specific hazards related to:
1)   specific features which differ from the list above;
2)   the machining of panels with grooving tools;
3)   mechanical unloading of panels;
4)   the combination of a single machine being used with any other machine (as part of a line).
This document is not applicable to horizontal beam panel sawing machines which are manufactured before the date of its publication as EN.
NOTE   Machines covered by this standard if manually loaded and / or unloaded are listed under A.1.4 of Annex IV of the Machinery Directive.

Dieses Dokument behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, wie sie in Abschnitt 4 aufgelistet sind, und die zutreffen auf horizontale Plattenkreissäge-maschinen mit Druckbalken, bei denen das Sägeaggregat für die Vorderseiten-Schnittlinie unterhalb der Werkstückauflage angeordnet ist und mit Beschickung von Hand oder automatisch und/oder Handentnahme, die ausgerüstet sind mit:
-   einer Seitenandruckeinrichtung (Seitenausrichter) und/oder
-   einer Einrichtung zum Ritzsägen und/oder
-   einer Einrichtung zum Postforming/Softforming-Schneiden und/oder
-   einer Plattendreheinrichtung und/oder
-   einem Plattenausstoßer und/oder
-   einer pneumatischen Sägeblattspannung und/oder
-   einer kraftbetätigten Plattenaufgabeeinrichtung und/oder
-   einer Nuteinrichtung und/oder
-   einer zusätzlichen Schnittlinie/zusätzlichen Schnittlinien innerhalb der Maschine für Längs- und/oder Kopfschnitt (vor der Schnittlinie zum Querschneiden angeordnet) und/oder
-   einer Vakuum-Werkstückspannung als Teil einer Plattendreheinrichtung oder einer Plattenaufgabe-einrichtung,
im Folgenden als Maschinen bezeichnet, wenn sie bestimmungsgemäß und entsprechend den vorher-sehbaren Bedingungen des Herstellers einschließlich vernünftigerweise vorhersehbarer Fehlanwendung verwendet werden.
Die Maschinen sind bestimmt zum Schneiden von Platten, bestehend aus:
a)   Holzwerkstoffen wie Spanplatten, Faserplatten und Sperrholz sowie diesen Werkstoffen, wenn sie mit Laminat aus Kunststoff oder Leichtmetall-Legierung beschichtet sind, die leicht zu zerspanen sind;
b)   Massivholz;
c)   Hartgummi und Hartkunststoff;
d)   Nichteisenmetallen, z. B. Leichtmetall-Legierung;
e)   Gipsplatten, mit Gips gebundene Faserplatten;
f)   Verbundplatten, die aus den oben genannten Materialien bestehen.
Dieses Dokument behandelt nicht spezielle Gefährdungen im Zusammenhang mit:
1)   besonderen Merkmalen, die von der oben angegebenen Liste abweichen;
2)   der Bearbeitung von Platten mit Nutwerkzeugen;
3)   der mechanischen Plattenabnahme;
4)   der Kombination einer einzelnen Maschine mit irgendeiner anderen Maschine (als Teil einer Linie).
Dieses Dokument gilt nicht für horizontale Plattenkreissägemaschinen mit Druckbalken, die vor dem Datum seiner Veröffentlichung als EN hergestellt wurden.

Le présent document traite !de tous les phénomènes dangereux", des situations et événements dangereux tels qu’énumérés à l’Article 4, applicables aux scies à panneaux horizontales à presseur #dont l’unité de sciage de la ligne de coupe frontale est montée$ sous le support de pièce et à chargement et/ou déchargement manuel ou mécanisé équipées :
-   d’un presseur latéral, et/ou
-   de la possibilité d’incision, et/ou
-   de la possibilité de précoupe de chant postformé, et/ou
-   d’un dispositif de rotation de panneaux, et/ou
-   d’un dispositif d’évacuation, et/ou
-   d’un bridage pneumatique de lame de scie, et/ou
-   d’un dispositif mécanisé de chargement de panneaux, et/ou
-   d’un dispositif de rainurage, et/ou
-   des lignes de coupe additionnelles situées à l’intérieur de la machine pour coupe longitudinale et/ou coupe de tête (avant la coupe transversale), et/ou
-   de bridage de pièce par dépression faisant partie du dispositif de rotation de panneaux ou du dispositif de chargement,
désignées ci-après sous le terme «machines», durant l’utilisation normale et dans les conditions prévues par le fabricant #incluant une mauvaise utilisation raisonnablement prévisible$.
Les machines sont conçues pour découper des panneaux
a)   en matériaux à base de bois tels que des panneaux de fibres ou de particules, de contreplaqué ainsi que ces matériaux lorsque leurs surfaces ou leurs chants sont recouverts de plastique ou d'alliages légers pouvant être découpés facilement,
b)   en bois massif,
c)   en matériaux en caoutchouc ou plastique durcis,
d)   en matériaux en alliages non ferreux par exemple en alliages légers,
e)   en plâtre ou en fibres agglomérées au plâtre,
f)   en composites réalisés à partir des matériaux listés ci-dessus.
Le présent document ne traite pas des phénomènes dangereux pertinents liés :
1)   aux équipements particuliers qui diffèrent de ceux listés ci-dessus,
2)   à l’usinage de panneaux au moyen d’outils de rainurage,
3)   au déchargement mécanisé des panneaux,
4)   à la combinaison d’une machine simple utilisée avec toute autre machine (comme partie d’une ligne de fabrication).
Le présent document n’est pas applicable aux scies à panneaux horizontales fabriquées avant la date de sa publication comme EN.

Ta dokument obravnava vsa večja tveganja, nevarne razmere in dogodke, ki so navedeni v točki 4 in se nanašajo na horizontalne krožne žage za razrez plošč, ki imajo enoto za žaganje na sprednji liniji nameščeno pod oporo za obdelovanca in pri katerih se obdelovanci ročno ali mehansko podajajo in/ali odvzemajo, pri čemer so opremljene s: – stransko tlačno napravo in/ali – opremo za zarezovanje in/ali – opremo za predhodno rezanje zaokroženih/zaobljenih robov in/ali – napravo za obračanje plošč in/ali – potisno napravo in/ali – pnevmatskim vpenjanjem rezila žage in/ali – motorno napravo za podajanje plošč in/ali – napravo za zarezovanje utorov in/ali – dodatnimi rezalnimi linijami znotraj stroja za vzdolžno in/ali čelno rezanje (pred prečno rezalno linijo) in/ali – vakuumskim vpenjanjem obdelovanca kot delom naprave za obračanje plošč ali naprave za podajanje plošč (v nadaljnjem besedilu »stroji«), ki se uporabljajo v skladu z namenom in pod predvidenimi pogoji. Stroji so namenjeni za rezanje plošč, sestavljenih iz: a) materialov na osnovi lesa, kot so iverne plošče, vlaknene plošče in vezane plošče, ter teh materialov, prevlečenih s plastjo iz plastike/lahkih zlitin, ki se enostavno režejo; b) polnega lesa; c) trdnih gumijastih in plastičnih materialov; d) neželeznih materialov, npr. lahkih zlitin; e) mavčnih plošč in vlaknatih plošč, vezanih z mavcem; f) kompozitnih plošč iz zgoraj navedenih materialov. Ta dokument ne obravnava posebnih nevarnosti v zvezi s: 1) posebnimi značilnostmi, ki se razlikujejo od zgoraj navedenih; 2) obdelavo plošč z orodji za zarezovanje utorov; 3) mehanskim odvzemanjem plošč; 4) kombinacijo uporabe enega stroja z drugimi stroji (kot del linije).

EN 1870-13:2007+A2:2012 (E) 6 Introduction This document has been prepared to be a harmonised standard to provide one means of conforming to the essential safety requirements of the Machinery Directive, and associated EFTA regulations. This document is a type C standard as defined in #EN ISO 12100:2010$. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of other standards, for machines that have been designed and built according to the provisions of this type C standard. The requirements of this document are directed to manufacturers and their authorised representatives of horizontal beam panel sawing machines. This document is also useful for designers and importers. This document also includes provision and examples of information to be provided by the manufacturer to the user.
