Agricultural machinery - Safety - Part 14: Bale wrappers (ISO 4254-14:2016)

ISO 4254-14:2016 intended to be used together with ISO 4254‑1, specifies the safety requirements and their verification for the design and construction of mounted, semi-mounted, trailed, and stationary bale wrapper for bales of agricultural harvesting products including wrappers which are combined or integrated with pick-up balers.
It describes methods for the elimination or reduction of hazards arising from the intended use and reasonably foreseeable misuse of these machines by one person (the operator) in the course of normal operation and service.
In addition, it specifies the type of information on safe working practices to be provided by the manufacturer.
NOTE 1       Requirements for self-propelled bale wrappers may be added during the next revision of this part of ISO 4254.
NOTE 2       Examples of these machines are given in Annex A.
NOTE 3       Requirements for pick-up balers are specified in ISO 4254‑11.
When requirements of this part of ISO 4254 are different from those which are stated in ISO 4254‑1, the requirements of this part of ISO 4254 take precedence over the requirements of ISO 4254‑1 for machines that have been designed and built according to the requirements of this part of ISO 4254.
This part of ISO 4254, taken together with ISO 4254‑1, deals with all the significant hazards (as listed in Table 1), hazardous situations, and events relevant to mounted, semi-mounted, and trailed bale wrappers including wrappers which are combined with pick-up balers when they are used as intended and under the conditions of misuse that are reasonably foreseeable by the manufacturer (see Clause 4).
ISO 4254-14:2016 is not applicable to the following:
-      non-mobile fixed bale wrappers;
-      tube/inline wrappers;
-      wrapping process that concerns only the circumferential part of the bale and that occurs in the bale chamber;
-      the integrity of safety related parts of control systems with regard to the specification of performance levels;
-      environmental hazards (except noise), road safety, and hazards related to moving parts for power transmission;
-      hazards related to maintenance or repairs carried out by professional service personnel.
NOTE 4       Specific requirements related to road traffic regulations are not taken into account in this part of ISO 4254.
ISO 4254-14:2016 is not applicable to machines manufactured before the date of its publication.

Dieser Teil von ISO 4254, der zusammen mit ISO 4254-1 anzuwenden ist, enthält sicherheitstechnische Anforderungen und deren Überprüfung für Gestaltung und Konstruktion von angebauten, aufgesattelten und gezogenen Ballenwicklern für Ballen von landwirtschaftlichen Ernteprodukten, einschließlich Ballenwicklern, die mit Sammelpressen kombiniert oder in diese integriert sind.
Er beschreibt Maßnahmen zur Vermeidung oder Verminderung von Gefährdungen, die sich aus der bestimmungsgemäßen Verwendung und der vernünftigerweise vorhersehbaren Fehlanwendung dieser Maschinen durch eine Person (die Bedienungsperson) im Rahmen des normalen Betriebes und der Wartung ergeben.
Zusätzlich legt er fest, welche Informationen über sicheres Arbeiten vom Hersteller zur Verfügung zu stellen sind.
ANMERKUNG 1   Anforderungen für selbstfahrende Ballenwickler können bei der nächsten Revision dies Teils von ISO 4254 ergänzt werden.
ANMERKUNG 2   Beispiele für diese Maschinen sind in Anhang A aufgeführt.
ANMERKUNG 3   Anforderungen für Sammelpressen sind in ISO 4254-11 festgelegt.
Wenn Anforderungen dieses Teils von ISO 4254 von den Anforderungen in ISO 4254-1 abweichen, haben die Anforderungen dieses Teils von ISO 4254 Vorrang gegenüber den Anforderungen von ISO 4254-1 für Maschinen, die nach den Bestimmungen dieses Teils von ISO 4254 konstruiert und gebaut worden sind.
Dieser Teil von ISO 4254, zusammen mit ISO 4254-1, behandelt alle signifikanten Gefährdungen (wie in Tabelle 1 aufgeführt), Gefährdungssituationen und -ereignisse, die für angebaute, aufgesattelte und gezogene Ballenwickler relevant sind, einschließlich Ballenwicklern, die mit Sammelpressen kombiniert sind, wenn sie bestimmungsgemäß unter den vom Hersteller vorgesehenen Bedingungen der vernünftigerweise vorhersehbaren Fehlanwendung verwendet werden (siehe Abschnitt 4).
Dieser Teil von ISO 4254 gilt nicht für Folgendes:
   nicht mobile, fest eingebaute Ballenwickler;
   Schlauch-/Strangwickler;
   Wickelprozesse, die nur den umfänglichen Teil des Ballens betreffen und die in der Ballenkammer erfolgen;
   die Integrität von sicherheitsbezogenen Teilen von Steuerungen in Bezug auf die Spezifizierung der Performance Level;
   Umweltgefährdungen (ausgenommen Geräusche), Straßenverkehrssicherheit und Gefährdungen im Zusammenhang mit bewegten Teilen der Kraftübertragung;
   Gefährdungen im Zusammenhang mit Wartung oder Reparaturen, durchgeführt von professionellem Servicepersonal.
ANMERKUNG 4   Besondere Anforderungen im Zusammenhang mit Straßenverkehrsvorschriften werden in diesem Teil von ISO 4254 nicht berücksichtigt.
Dieser Teil von ISO 4254 gilt nicht für Maschinen, die vor dem Datum der Veröffentlichung dieses Dokuments hergestellt wurden.

Matériel agricole - Sécurité - Partie 14: Enrubanneuses (ISO 4254-14:2016)

ISO 4254-14:2016 destinée à être utilisée conjointement avec l'ISO 4254‑1, spécifie les exigences de sécurité et leur vérification en matière de conception et de construction d'enrubanneuses portées, semi-portées, traînées et immobiles pour les balles de produits agricoles de récolte, y compris les enrubanneuses combinées ou intégrées aux ramasseuses-presses.
Elle décrit les méthodes permettant d'éliminer ou de réduire les phénomènes dangereux liés à l'utilisation prévue et au mauvais usage raisonnablement prévisible de ces machines par une personne (l'opérateur) dans des conditions normales de fonctionnement et de service.
En outre, elle spécifie le type d'informations que le fabricant doit fournir sur les pratiques d'utilisation sûre.
NOTE 1       Il est possible d'ajouter des exigences supplémentaires pour les enrubanneuses automotrices lors de la prochaine révision de la présente partie de l'ISO 4254.
NOTE 2       Des exemples de ces machines sont donnés à l'Annexe A.
NOTE 3       Les exigences relatives aux ramasseuses-presses sont spécifiées dans l'ISO 4254‑11.
Lorsque des exigences de la présente partie de l'ISO 4254 diffèrent de celles spécifiées dans l'ISO 4254‑1, les exigences de la présente partie de l'ISO 4254 prévalent sur les exigences de l'ISO 4254‑1 pour les machines conçues et fabriquées conformément aux exigences de la présente partie de l'ISO 4254.
ISO 4254-14:2016 ainsi que l'ISO 4254‑1, traite de tous les phénomènes dangereux significatifs (tels qu'énumérés au Tableau 1), situations et événements dangereux relatifs aux enrubanneuses de balles portées, semi-portées et traînées, y compris aux enrubanneuses combinées aux ramasseuses-presses, lorsqu'elles sont utilisées comme prévu et dans les conditions de mauvais usage raisonnablement prévisibles par le fabricant (voir Article 4).
ISO 4254-14:2016 ne s'applique pas:
-      aux enrubanneuses fixes non mobiles;
-      aux enrubanneuses en continu (tube/ligne);
-      aux processus d'enrubannage ne concernant que la partie circonférentielle de la balle et qui n'intervient que dans la chambre de compression;
-      à l'intégrité des systèmes de commande relatifs à la sécurité par rapport à la spécification des niveaux de performance;
-      aux phénomènes dangereux environnementaux (à l'exception du bruit), à la sécurité routière, ni aux phénomènes dangereux liés aux pièces en mouvement pour la transmission de puissance;
-      aux phénomènes dangereux liés à la maintenance ou aux réparations réalisées par des professionnels de l'entretien.
NOTE 4       Les exigences spécifiques aux règlementations routières ne sont pas prises en compte dans la présente partie de l'ISO 4254.
ISO 4254-14:2016 ne s'applique pas aux machines fabriquées avant sa date de publication.

This document (EN ISO 4254-14:2016) has been prepared by Technical Committee ISO/TC 23 “Tractors
and machinery for agriculture and forestry” in collaboration with Technical Committee CEN/TC 144
“Tractors and machinery for agriculture and forestry” the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by October 2016, and conflicting national standards shall
be withdrawn at the latest by October 2016.
