Safety of industrial trucks - Pedestrian propelled trucks - Part 2: Pallet trucks

This standard applies to pedestrian controlled, manual and semi-manual pallet trucks with lift heights up to 300 mm and rated capacities up to 2,000 kg, hereinafter referred to as "trucks". Special applications call for rated capacities above 2000 kg. Pallet trucks for these capacities may warrant requirements additional to those laid down in the present standard. For the purposes of the present standard, a pallet truck is a truck without a mast with more than two wheels and with two fork arms or other load-handling device.

Diese Norm findet Anwendung auf die in 3.1 definierten Handhubwagen mit einer Hubhöhe bis 300 mm und einer Tragfähigkeit bis 2000 kg, nachfolgend als ¿Hubwagen" bezeichnet.
Fest oder lose angebrachte Anbaugeräte, mit denen die Hubwagen ausgerüstet werden können, werden in dieser Norm nicht behandelt.
Diese Norm behandelt die technischen Anforderungen, um die in Abschnitt 4 aufgeführten Gefährdungen zu minimieren, die während der Inbetriebnahme, des Betriebes und der Instandhaltung von Hubwagen in Übereinstimmung mit den Vorgaben des Herstellers oder seines Bevollmächtigten entstehen können.
Zusätzlich müssen Hubwagen bezüglich der durch diese Norm nicht abgedeckten Gefährdungen mit den anwendbaren horizontalen Normen und, sofern zweckmäßig, mit der EN 292 übereinstimmen.
Diese Norm legt keine zusätzlichen Anforderungen fest für:
¾ den Betrieb unter erschwerten Bedingungen (z. B. extreme Umgebungsbedingungen, wie z. B. Kühlhausbetrieb, hohe Temperaturen, korrosive Umgebung, starke Magnetfelder),
¾ den Betrieb unter besonderen Voraussetzungen (z. B. mögliche explosionsfähige Atmosphäre),
¾ die Handhabung von Lasten, deren Eigenschaften zu gefährlichen Situationen führen können (z. B. feuerflüssige Massen, Säuren/Basen, radioaktive Materialien, besonders brüchige Lasten),
¾ Gefährdungen, die während der Konstruktion, des Transportes, der Stilllegung und der Verschrottung auftreten,
¾ Hubwagen, die in direktem Kontakt mit Lebensmitteln stehen,
¾ die Verwendung auf Neigungen oder auf Böden, die nicht glatt, eben und fest sind,
¾ Hubwagen mit kraftbetriebenem Hub.
Weitere mögliche Begrenzungen des Anwendungsbereiches anderer Normen, auf die in dieser Norm Bezug genommen wird, müssen auch berücksichtigt werden.

1.1   Cette norme s'applique aux transpalettes manuels définis au point 3.1, à hauteur de levée jusqu'à 300 mm et de capacité nominale jusqu'à 2 000 kg, inclus appelés ci-après « transpalettes ».
1.2   Les accessoires, fixes ou amovibles, qui peuvent équiper les transpalettes ne sont pas traités dans cette norme.
1.3   Cette norme traite des exigences techniques pour minimiser les dangers, listés à l'article 4, qui peuvent apparaître pendant la mise en service, le fonctionnement et la maintenance des transpalettes lorsqu'ils sont utilisés conformément aux spécifications du constructeur ou de son représentant autorisé.
De plus, les transpalettes doivent se conformer, pour les risques non couverts par cette norme, aux normes horizontales applicables et à l'EN 292 si c'est approprié.
1.4   Cette norme ne donne pas les exigences complémentaires pour :
¾ l'utilisation dans des conditions sévères (par exemple des conditions d'environnement extrêmes telles que : applications frigorifiques, hautes températures, environnement corrosif, champs magnétiques intenses) ;
¾ l'utilisation dans des conditions particulières (par exemple : atmosphères potentiellement explosibles) ;
¾ la manutention de charges dont la nature peut conduire à des situations dangereuses (par exemple : métal en fusion, acide/base, matériaux émetteurs de radiations, charges particulièrement fragiles) ;
¾ dangers apparaissant pendant la construction, le transport, la mise hors service, la mise au rebut ;
¾ le contact direct avec les denrées alimentaires ;
¾ l'utilisation sur des pentes ou des surfaces autres que lisses, de niveau et dures ;
¾ les transpalettes à levée motorisée.
1.5   Les autres limitations possibles du domaine d'application des autres normes, auxquelles celle-ci se réfère, s'appliquent aussi.
1.6   Les risques dus au bruit, aux vibrations, à la visibilité et à l'électricité statique ne sont pas traités dans la présente norme.

Introduction
This standard has been prepared to be a harmonised standard to provide one means of conforming with the
essential safety requirements of the Machinery Directive and associated EFTA Regulations.
This European standard is a type C standard as stated in EN 1070.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this standard.
When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines
that have been designed and built according to the provisions of this type C standard.
With the aim of clarifying the intention of the standard and avoiding doubts when reading it, the following
assumptions were made when producing it :
- only competent persons operate the machine
- components without specific requirements are designed in accordance with usual engineering practice and
calculation code, including all failure modes.
1 Scope
1.1
This standard applies to pallet trucks as defined in 3.1 with lift heights up to 300 mm and rated
capacities up to and including 2 000 kg, hereinafter referred to as "trucks".
1.2 Attachments, fixed or removable, which can be installed on the truck are not dealt with in this
standard.
1.3 This standard deals with the technical requirements to minimise the hazards listed in clause 4 which
can arise during commissioning, operation and maintenance of trucks when carried out in accordance with the
specifications as intended by the manufacturer or his authorised representative.
In addition trucks shall comply, for the hazards not covered by this standard, with the applicable companion
standards and as appropriate with EN 292.
1.4 This standard does not establish the additional requirements for :
- operation in severe conditions (e.g. extreme environmental conditions such as : freezer applications, high
temperatures, corrosive environment, strong magnetic fields),
- operation subject to special rules (e.g. potentially explosive atmospheres),
- handling of loads the nature of which could lead to dangerous situations (e.g. molten metal, acids/alcalies,
radiating materials, specially brittle loads),
- hazards occurring during construction, transportation, decommissioning and disposal,
- direct contact trucks with foodstuffs,
- operation on gradients or on surfaces other than smooth, level, hard surfaces,
- trucks with powered lifting.
1.5 Other possible limitations of the scope of other standards referred to that also apply to this standard.
1.6 Hazards relevant to noise, vibration, visibility and to static electricity are not dealt with in this
standard.
1.7 This standard applies to trucks manufactured after the date of issue.

3 Terms and definitions
For the purposes of this European Standard, the following terms and definitions apply.
3.1 pallet truck
truck with wheels supported lifting fork arms for handling pallets
The pallet truck is designed to be manually pushed, pulled and steered, on a smooth, level, hard surface, by a
pedestrian operator using an articulated tiller.
The pallet truck is designed to raise a load, by pumping the tiller, to a height sufficient for transporting.

The rated capacity is defined for a load uniformly distributed and covering entirely the length and width of the
fork arms, without going beyond the length.
The centre of gravity shall be on the centre line of the truck
