Sustainable development in communities - Management system for sustainable development - Requirements with guidance for use (ISO 37101:2016)
ISO 37101:2016 establishes requirements for a management system for
sustainable development in communities, including cities, using a holistic
approach, with a view to ensuring consistency with the sustainable development
policy of communities.
The intended outcomes of a management system for sustainable development in
communities include:
· managing sustainability and fostering smartness and resilience in
communities, while taking into account the territorial boundaries to which it
applies;
· improving the contribution of communities to sustainable
development outcomes;
· assessing the performance of communities in progressing towards
sustainable development outcomes and the level of smartness and of resilience
that they have achieved;
· fulfilling compliance obligations.
ISO 37101:2016 is intended to help communities become more resilient, smart
and sustainable, through the implementation of strategies, programmes, projects,
plans and services, and demonstrate and communicate their achievements.
ISO 37101:2016 is intended to be implemented by an organization designated by
a community to establish the organizational framework and to provide the
resources necessary to support the management of environmental, economic and
social performance outcomes. A community that chooses to establish the
organizational framework by itself is considered to constitute an organization
as defined in ISO 37101:2016.
ISO 37101:2016 is applicable to communities of all sizes, structures and
types, in developed or developing countries, at local, regional or national
levels, and in defined urban or rural areas, at their respective level of
responsibility.
ISO 37101:2016 can be used in whole or in part to improve the management of
sustainable development in communities. Claims of conformity to ISO 37101:2016,
however, are not acceptable unless all its requirements are incorporated into an
organization's management system for sustainable development in communities and
fulfilled without exclusion.
Nachhaltige Entwicklung von Kommunen - Managementsystem für nachhaltige Entwicklung - Anforderungen mit Anleitung für die Anwendung (ISO 37101:2016)
Diese Internationale Norm legt Anforderungen an ein Managementsystem für nachhaltige Entwicklung in Kommunen, einschließlich Städten, fest, wobei ein ganzheitlicher Ansatz verfolgt wird, um den Einklang mit der Strategie der nachhaltigen Entwicklung von Kommunen sicherzustellen.
ANMERKUNG 1 Städte sind im letzten Jahrhundert aufgrund des Drucks einer beispiellosen Urbanisierung zu wesentlichen Akteuren für eine nachhaltige Entwicklung auf lokaler, nationaler und internationaler Ebene geworden.
Die beabsichtigten Ergebnisse eines Managementsystems für nachhaltige Entwicklung in Kommunen umfassen:
Nachhaltigkeit zu steuern sowie Digitalisierung und Resilienz in Kommunen zu fördern, und dabei die territorialen Grenzen zu berücksichtigen, für die es gilt;
den Beitrag der Kommunen zu nachhaltigen Entwicklungsergebnissen zu verbessern;
die Leistung der Kommunen beim Fortschritt zu nachhaltigen Entwicklungsergebnissen und dem Grad an Digitalisierung und Resilienz, den sie erreicht haben, zu bewerten;
die Erfüllung der bindenden Verpflichtungen.
ANMERKUNG 2 Digitalisierung und Resilienz sind in den Prozess der nachhaltigen Entwicklung eingebettet: Nachhaltige Entwicklung ist der übergeordnete Prozess, während Digitalisierung und Resilienz Merkmale sind.
Diese Internationale Norm beabsichtigt, Kommunen dabei zu unterstützen, resilienter, digitaler und nachhaltiger zu werden – durch die Umsetzung von Leitbildern, Programmen, Projekten, Plänen und Diensten – und die erreichten Leistungen nachzuweisen und zu kommunizieren.
Diese Internationale Norm ist für die Umsetzung durch eine Organisation vorgesehen, die von einer Kommune dazu bestimmt worden ist, das organisatorische Rahmenwerk aufzubauen und die notwendigen Ressourcen bereitzustellen, die notwendig sind, um das Management der umweltbezogenen, wirtschaftlichen und sozialen Leistungsergebnisse zu unterstützen. Eine Kommune, die sich dafür entscheidet, das organisatorische Rahmenwerk selbst aufzubauen, stellt annahmegemäß eine Organisation nach der Definition in dieser Internationalen Norm dar.
Diese Internationale Norm ist anwendbar für Kommunen aller Größen, Strukturen und Typen, in entwickelten oder sich entwickelnden Ländern, auf lokaler, regionaler oder nationaler Ebene, und in festgelegten städtischen oder ländlichen Gebieten, auf ihrer jeweiligen Verantwortungsebene.
Diese Internationale Norm kann ganz oder teilweise angewendet werden, um das Management der nachhaltigen Entwicklung in Kommunen zu verbessern. Ansprüche auf Konformität mit dieser Internationalen Norm sind jedoch nicht annehmbar, es sei denn, ihre Anforderungen sind in das Managementsystem für nachhaltige Entwicklung in Kommunen einer Organisation integriert und ausnahmslos erfüllt.

ISO 37101:2016 établit les exigences d'un système de management pour le développement durable au sein des communautés territoriales, y compris les villes, basées sur une approche holistique, en cohérence avec la politique de développement durable des communautés territoriales.
NOTE 1 Au cours du dernier siècle, les villes sont devenues des acteurs essentiels du développement durable au niveau local, national et international en raison des pressions d'une urbanisation sans précédent.
Les résultats escomptés d'un système de management pour le développement durable au sein des communautés territoriales comprennent:
- le management du développement durable et l'encouragement de l'intelligence et de la résilience des communautés territoriales, en tenant compte des frontières territoriales auxquelles elles s'appliquent;
- l'amélioration de la contribution des communautés territoriales aux résultats du développement durable;
- l'évaluation de la performance des communautés territoriales dans leurs progrès en matière de développement durable ainsi que le niveau d'intelligence et de résilience qu'elles ont atteint;
- la détermination des obligations de conformité.
NOTE 2 L'intelligence et la résilience sont intégrées dans le processus de développement durable: le développement durable est le processus global, tandis que l'intelligence et la résilience en sont des caractéristiques.
ISO 37101:2016 est destinée à aider les communautés territoriales à devenir plus résilientes, intelligentes et durables, par la mise en ?uvre de stratégies, de programmes, de projets, de plans et de services, et à démontrer et communiquer leurs réalisations.
ISO 37101:2016 est destinée à être mise en ?uvre par un organisme désigné par une communauté territoriale pour établir le cadre organisationnel et fournir les ressources nécessaires au soutien du management des résultats de performance environnementale, économique et sociale. Une communauté territoriale qui choisit d'établir ce cadre organisationnel par ses propres moyens est dès lors considérée comme l'organisme tel que défini dans la présente Norme internationale.
ISO 37101:2016 s'applique à des communautés territoriales de toutes tailles, de toutes structures et de tous types, dans les pays développés ou en développement, au niveau local, régional ou national, et dans des zones urbaines ou rurales définies, à leur niveau de responsabilité respectif.
ISO 37101:2016 peut être utilisée dans son intégralité ou en partie pour améliorer le management du développement durable au sein des communautés territoriales. Les déclarations de conformité à la présente Norme internationale ne sont cependant pas acceptables à moins que toutes ses exigences soient intégrées dans le système de management pour le développement durable au sein des communautés territoriales d'un organisme et soient satisfaites, sans exclusion.
Trajnostni razvoj v skupnostih - Sistem vodenja trajnostnega razvoja - Zahteve z navodili za uporabo (ISO 37101:2016)
Standard ISO 37101:2016 določa zahteve za sistem vodenja trajnostnega razvoja v skupnostih, vključno z mesti, z uporabo celostnega pristopa, da se zagotovi skladnost s politiko trajnostnega razvoja skupnosti.
Predvideni rezultati sistema vodenja trajnostnega razvoja v skupnostih vključujejo:
· upravljanje trajnostnosti ter spodbujanje »pametnosti« in odpornosti v skupnostih ob upoštevanju ozemeljskih meja, za katere se uporablja;
· izboljšanje prispevka skupnosti k rezultatom trajnostnega razvoja;
· ocenjevanje uspešnosti skupnosti na poti k doseganju rezultatov trajnostnega razvoja ter stopnje dosežene »pametnosti« in odpornosti;
· izpolnjevanje obveznosti v zvezi s skladnostjo.
Namen standarda ISO 37101:2016 je z izvajanjem strategij, programov, projektov, načrtov in storitev pomagati skupnostim, da postanejo odpornejše, pametnejše in bolj trajnostno naravnane, ter obenem predstaviti njihove dosežke. Standard ISO 37101:2016 naj bi izvajala organizacija, ki jo določi skupnost za vzpostavitev organizacijskega okvira in zagotavljanje virov, potrebnih za podporo upravljanja rezultatov okoljske, ekonomske in socialne učinkovitosti. Skupnost, ki se odloči sama vzpostaviti organizacijski okvir, se šteje za organizacijo, kot je opredeljena v standardu ISO 37101:2016.
Standard ISO 37101:2016 se uporablja za skupnosti vseh velikosti, struktur in vrst, v razvitih državah ali državah v razvoju, na lokalni, regionalni ali nacionalni ravni ter v določenih mestnih ali podeželskih območjih, na ustreznih ravneh odgovornosti.
Standard ISO 37101:2016 je mogoče v celoti ali delno uporabljati za izboljšanje vodenja trajnostnega razvoja v skupnostih. Vendar sklici na skladnost s standardom ISO 37101:2016 niso sprejemljivi, razen če so v sistem vodenja trajnostnega razvoja v skupnostih organizacije vključene vse njegove zahteve, ki morajo biti izpolnjene brez izjeme.

The text of ISO 37101:2016 has been prepared by Technical Committee ISO/TC 268 "Sustainable cities
and communities” of the International Organization for Standardization (ISO) and has been taken over
as EN ISO 37101:2022 by Technical Committee CEN/TC 465 “Sustainable Cities and Communities” the
secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by May 2023, and conflicting national standards shall be
withdrawn at the latest by May 2023.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
Any feedback and questions on this document should be directed to the users’ national standards body.
